製程資訊工程資源整合成功因素之研究

摘要


企業欲取得競爭優勢,端賴其是否得到有助該企業提升效能與效率的資源,並建立適當的進入障礙,培植自身應對產業環境變化的動態能耐,擬定妥適的策略以維持持續性的競爭優勢,特別是企業必須先能清楚的確認並取得關鍵資源的能力,與厚植自身運用資源的能力;企業也必須妥適建構組織,訂定明確的管理作為讓企業成長與茁壯,採行能因應產業環境變化的策略,最後也很重要的是要建立一個有效機制來保護自身賴以獲得競爭優勢的資源,避免被模仿與取代的情形發生。 鋼鐵產業製程複雜,推展緩慢,資訊業則不論硬體或軟體,其進展均是日新月異,鋼鐵廠的製程資訊系統結合資訊系統與鋼鐵的製程專業知識,提供高度自動化,穩定的高品質生產,其對鋼鐵產業的重要性是無庸置疑的。 企業培植高潛力員工成為產業領域的專家,並進而發展有效促進企業績效的策略,是企業維持競爭優勢的重要因素;本研究以某集團於子公司的擴建工程中,成功整合製程資訊工程資源完成擴建任務,並提升集團鋼鐵核心的製程能耐與資訊系統設計能力,規劃將來集團推展製程資訊工程業務的架構與方向,對於處在產業競爭日益激烈的C集團而言,其成功藉著擴建工程進行過程,擴大生產規模,增強各部門能耐,並提升整體企業競爭優勢的實際作為,可謂是其重要的里程碑,亦可作為企業發展的借鏡。

To obtain a competitive advantage, a firm need obtain the resources that can help promoting its operating effectiveness and efficiency, build entry barrier against other firms, develop dynamic capability to meet challenges of the competitors, and formulate an effective strategy to maintain its sustainable competitive advantage. In particular, the firm must first be able to clearly identify and obtain its critical resources, and then enhance its capability to exploit the resources. The firm must also set up an organization with clearly defined managerial roles that allows the firm to grow and prosper. The firm’s development strategy must be able to respond to changes in the industry environment. Last but not least, the firm must establish an effective mechanism to protect its resources, which the firm relies on to obtain competitive advantage. The manufacturing processes of steel industry are sophisticated and change slowly. The progresses of information industry, both hardware and software, are comparatively changing quickly. Process Information systems of steel industry combining Information system and steel process know-how provide highly automated, high quality and stable production. They are undoubtedly important to the industry. A firm needs to seek and train employees with great potential so that they can become experts in the related field. The firm must further develop an effective strategy to promote its performance, and thus is important to maintain a competitive advantage over its competitors. The study illustrates the resource-integration process using an expansion project of a subsidiary within a steel conglomerate. The conglomerate successfully integrated its process information engineering resources into the expansion project of its subsidiary, further enhanced its core process capability in steel production and its ability to design information systems, and therefore provides a blueprint for directing its process information engineering business in future. Through the expansion project, it successfully expanded the production scale, enhanced the capability of various sections to work together strengthened the firm’s overall competitive advantage and in fact marked a significant milestone for the conglomerate’s future development in an increasingly competitive environment. It could be a role model of firm development.
