我國政府在近年來,積極推廣了許多雲端運算服務推廣方案,期望促進產業升級以提升國家整體競爭力。然而在企業使用資訊廠商所提供的雲端運算服務後,對於企業經營績效的改善成果與效益產出,目前尚未有一評估機制可供企業在使用雲端運算服務後能夠對效益的產出進行評估與衡量。因此本研究希望以平衡計分卡為基礎建構雲端化服務效益評估機制,進而達成使用雲端運算服務後的成效追蹤。 本研究透過Gowin’s Vee為研究策略。首先在理論端以紮根理論蒐集彙整與本研究有關之文獻,並產出雲端化服務效益評估機制雛形,接續在實證端透過德爾菲專家問篩選適合做為雲端化服務效益評估之衡量指標共24項,分別為財務構面8項、顧客構面5項、學習成長構面6項、內部流程構面5項。在以層級分析法,確立在軟體即服務、平台即服務、基礎架構即服務下各衡量指標之權重。最後透過個案實證研究方式評估本研究於實務界的可行性。以期望藉由本研究所產出的評估機制,能提供企業在使用雲端運算服務後的效益評估,達到客觀、可量化、可使用的雲端化服務效益評估機制。
In recent years, the government is very active in implementing various promoting program for cloud computing services, in hopes of stimulating industrial upgrade and enhancing the country's overall competitiveness. Enterprises use cloud computing service to improve business performance and benefit of outputs. However, there is not an assessment mechanism available to measure and evaluate these benefit outputs after enterprises use cloud computing service. Therefore, this study aims to build Cloud Service Performance Evaluation Mechanisms based on balanced scorecard, in order to track the effectiveness of performance after the use of cloud computing services. Gowin’s Vee is adopted as the main research strategy in the study. First, on the theoretical side, this study uses Grounded Theory to collect and code relevant attributes from the literature. The prototype of cloud service performance evaluation mechanism is formed through literature review coding analysis. On the practical side, by adopting the Delphi Method, we use experts’ questionnaires to shape the prototype of Cloud Service Performance Evaluation Mechanism. Second, use Analytic Hierarchy Process, to confirm the weight of each measure which are “Software as a service”, “Platform as a service”, “Infrastructure as a service”. Finally, through the case study approach, we do research on the empirical study and evaluate the feasibility of this study in practical field. With the Cloud Service Performance Assessment Mechanism from this research, we hope to provide enterprises with an objective, quantifiable, usable assessment after the use of cloud computing services.
