台灣私立中學經營危機之管理策略-以某私立中學為例

摘要


隨著時間推移、科技進步,社會環境條件變化速度亦越來越快。對於企業組織而言,這意味著掌握外在因素變動,據以調整內部架構與策略之難度越來越高。私立中學,如同一般企業組織,亦會受到其所處時空環境中政治、社會、經濟、教育、文化等脈絡變遷之影響。尤其是在當今普遍強調政策可責性之情況下,環境脈絡對私立中學之影響日益加深,使得學校決策團隊在經營管理學校內部活動時,必須同時觀察環境變遷,以預測並回應學校系統外部之需求,否則將面臨經營管理之危機。 本論文所探討之個案學校屬於歷史悠久之私立中學,不免有心態老舊、管理僵滯,經營疲乏,以及策略缺乏彈性等問題。然而,隨著襲捲而來的全球化浪潮,個案學校所面臨的外在環境變得越來越複雜,其所構成之威脅亦越來越嚴重,由此而生的經營管理危機將越來越緊迫,反應處理的時間亦被壓縮得越來越短。這兩道反向發展之趨勢,迫使歷史悠久之個案學校必須調整其內部經營管理架構與模式。 就個案學校的外部環境而言,除了社會條件變遷所導致的少子化與人口異質化現象之外,教育政策的改變,例如1990年代的教育改革以及即將實施的十二年國教,亦為重要影響因素之一。在這兩方面變化的夾擊之下,個案學校面臨了招生不足、財務拮据、資源短缺,以及師資流失等四大危機。而本論文主要探討之議題,便是98學年度新經營管理團隊接任後如何制定因應危機之策略,以及如何將危機轉化為永續發展之契機。 本論文詮釋了作為私立中學的個案學校在經營發展過程中所遭遇之各種危機及其成功轉型與危機管理之道。然而,個案學校目前所面臨的危機並未完全解除,其中依然存在某些問題與潛在危機,而以個案學校目前的資源與能力尚無法解決。這些問題與潛在危機便是個案學校的決策團隊在未來學校經營管理方面必須特別留意之處。

The speed of change in social conditions becomes faster with technological progress over time. For enterprises, it implies that the difficulty is getting greater for grasping changes of external factors, according to which enterprises adjust their internal managerial framework and strategies. Private high schools, like enterprises, will be influenced by the political, social, economic, and cultural contexts in which they embedded. Nowadays, environmental context exerts even greater influences on private high schools, particularly under the emphasis on policy accountability in the society. It forces the decision-making group of every private high school to simultaneously manage its internal activities and observe changes in its environment, and thereby predicts and responds to the demands from the environment. The case of this thesis has a long history. Therefore, it inevitably encounters several problems, such as passive way of thinking, poor management, and lack of flexibility. On the other hand, the impacts of globalization complicate the external environment and pose potential threats to the target school of this thesis. It implies that the time for response is getting shorter. These two trends force the target school of this thesis to adjust its internal framework and pattern of management. With regard to the external environment of the target school, not only the declining birthrate and the heterogeneous population caused by changes in social conditions, but also the changes in educational policy, such as the Education Reform in the 1990s and the to-be-implemented twelve-year compulsory education, are important influential factors. Under these multiple influences, the target school encounters four major crises, including insufficient enrollment, budgetary stringency, shortage of resources, and high demission rate of teachers. The primary objective of this thesis is therefore to investigate how the new decision-making group of the target school, which took office in 2009, survived and transformed the crises into the opportunity for sustainable development. Nevertheless, the target school does not completely solve the problems it faces. There are still several potential threats that the target school is unable to deal with according to its current capabilities and resources. The new decision-making group of the target school must pay serious attentions to those potential threats during its managerial process. Otherwise, those threats will soon become new crises.
