本研究以馬祖開放博弈產業為研究對象,並研討有關馬祖設置博弈產業帶來的正面效益及負面效益等議題。本研究探討博弈在經濟效益之下的價值,其中包含正面效益及負面成本。其後借鏡其他國家觀光博弈產業之發展歷程、賭場管制等,作為馬祖日後發展博奕觀光產業之參考。再者,藉由連江縣政府於公投前所作之規劃,作為了解馬祖設置博奕產業最初規畫之藍本。並分別陳述贊成與反對馬祖設置博奕產業之兩方,其所提出之問題意識、解決之道及樂觀或悲觀於賭場設立後,對馬祖造成許多影響之不同觀點、看法及成見。觀察、追蹤並探討馬祖公投後之持續發展,包含各界動向、及考慮以新加坡作為馬祖日後實行賭場管制之學習對象。總結前三章所得出之結論,並得出未來馬祖博奕發展之願景,儘管博奕產業可帶來豐厚之經濟效益,但不可忽視的負面效益也隨之存在,政府應當詳細討論並制訂各項配套措施,對於賭場所帶來之負面影響,進行新加坡式的賭場管制,並且對於成立觀光娛樂中心將帶來的大量人潮,其所造成的各項影響及馬祖未來各樣變動等,須有因應之策。
This study chooses the opening of gambling industry in Matsu as a research topic, and discusses the decision’s positive as well as negative effects. It discusses the value of gambling in terms of economic benefit, the positive and negative effects it involves. Borrowing from the examples provided by other countries and consider the gradual development of gambling industry in these different places, along with the regulation of casinos, the article carefully examines their undergoing counterpart in Matsu. In addition, it takes into consideration the plans made by Lienchiang county government before the referendum, to properly understand the original blueprint for the gambling industry in Matsu. Then it lists the problematics along with their solutions from both sides of the debate, their respective positive or negative attitude towards the industry and their subsequent influence in Matsu, the different perspectives on the influence, the various views and prejudices. This article observes and monitors the development of the debate after the referendum, including responses from various fields; and considers Singapore as an example that Matzu can learn from. Concluding the previous three chapters, the current article reaches a conclusion regarding the prospect of the gambling industry in Matsu. Though the industry might bring about considerable economic benefit, the accompanying negative effects can not be overlooked. In response to which, the government should come up with corresponding policies that can address the undesirable influence. It might consider adopting the regulation model in Singapore to better cope with the massive influx of tourists after the casinos are set up. There have to be appropriate policy addressing the various changes that the gambling industry brings to Matsu.
