募兵制對臺南市高中職生報考志願役士兵之影響

摘要
兵役制度是一個國家安全及國力強盛的依據，兵役制度如果制定得宜，那國家的軍事武力勢必能維持一個國家的安全所需，相對的如果兵役制度設計的不符合國家真正需要，那國力將會迅速下降，甚至會有遭遇危險的可能處境，而我國兵役制度長期實施徵兵制，徵兵制的確為我國確立了穩定的基礎，但隨著國際情勢改變、兩岸情勢變化、人口結構變化、軍事戰爭型態改變、軍事結構變化、軍事戰略轉變，徵兵制已到了必須變革的時候。 而全募兵制正是此一大轉變，我國刻正推行全募兵制，希望能以最精簡的人力，最優秀的人員來取代原本人數眾多的部隊，而全募兵制的推行有其窒礙難行之處，在推行之際勢必面臨諸多挑戰，例如人口少子化、國人教育程度提高、軍人社會地位、社會氛圍、政府財政困難、軍中人權挑戰等問題，如何在這些問題下尋求最適合且適當的模式，來吸引優秀高中職學子報考志願役士兵，而不是招募不到人員，或是招募不到優秀人員，這都是未來國軍面臨招募時會面臨之挑戰，在2011及2012年募兵的成效並不如預期，這代表現行的志願役士兵福利制度，未能達到一般民眾或家庭之期望，以至於招募成效有落差，面此同時國軍應積極思考及審視招募政策，並確實檢視志願役士兵的各項福利，以便於能適所滿足青年學子的期待，以招募優秀及足夠之人才。

And the voluntary system of recruitment now is changed big, our country carves and pursues the voluntary system of recruitment, it can be in order to the manpower of simplifying to hope most, the best personnel come to replace the original army numerous in number of people, and the implementation of voluntary system of recruitment is difficult to pursue, The trend of fewer children, compatriot's education degree is improved, questions as human rights is challenged in soldier's social status, it is important to make senior and vocational high school students join army, all challenges that country's army will face, the effect of enlisting persons for service in army 2011 and 2012 is not so good as expectancy, country and army should think and scrutinize, recruit policy actively, the intersection of battle and every welfare of soldier really at the same time, the expectation of young students satisfied that so that be able to be right, in order to recruit outstanding and enough talents.
