公共工程決標方式與經營策略關聯性研究-以小型工程顧問公司為例

摘要


公共工程建設是國家發展的根本,在公共工程興建過程中,國家社會投入的龐大資源可帶動相關產業的發展,故謂為火車頭產業;過去,政府透過大規模的公共建設計畫造就了台灣的繁榮與進步。但近年來公共工程建設預算經費逐年創新低,102年總建設經費3797億元,只佔GDP的2.66%,創下10年來新低,而社福預算22.2%是公共建設的10倍。全世界很少有如此懸殊的差異公共建設預算比例,全球平均約10%,大陸22%、美國5%、日本6%、韓國也有9%,台灣的投入遠遠偏低,103年度重大公共工程預算僅1,613億元,創11年來新低。 工程顧問公司是提供工程方面的諮詢服務,包括規劃與可行性研究、基本設計、細部設計、協辦招標與決標、施工監造、專案管理及其相關技術性服務之公司。 近年來因為公共工程委員會積極推動採最有利標辦理技術服務,小型工程顧問公司因受人力資源及知識背景的限制,在爭取業務上較以往來得艱辛,緣此,本研究以政府採購決標趨勢探討其與經營策略的關聯性,期能作為小型工程顧問公司經營的參考,以達到永續經營的目的。 本研究發現對小型工程顧問公司的經營策略而言,會因公共工程決標方式的不同而有差異,而持續性的競爭優勢、關係行銷、內部核心資源特性策略、內部與外部環境特性策略,這四大構面都與小型工程顧問公司經營策略有重要的關聯性,但在「內部核心資源特性策略構面」及「內部與外部環境特性策略構面」中有部分的影響因素會不同。

Civil engineering serves as the basis for a country’s development; it could help promote the development of related industries with the tremendous resources invested both by the government and the society during the process of the construction, and is thus considered the so-called locomotive industry. In the past, the government undertook a number of major construction and infrastructure projects, contributing to the economic growth and social progress of Taiwan. In recent years, however, the annual public works budget plunged year over year and reached a 10-year low in 2013, with NTD 379.7 billion granted, accounting for only 2.66% GDP. In strike contrast, the budget for social welfare of the same year, accounting for 22.2% GDP, was nearly 10 times higher. Compared to some other countries in the world, Taiwan’s annual public construction budget is relatively low – the global average rated at approximately 10% GDP, China 22%, the United States 5%, Japan 6%, and South Korea 9%. The year 2014 witnessed an 11-year low, with NTD 161.3 billion budget granted for chief public works. Engineering consulting firms provide engineering consulting services, including planning, feasibility study, basic design, detail design, tendering and awarding co-organizing, construction supervision, project management, and related technical services. As the Public Construction Commission (PCC) has been actively encouraging the adoption of the most advantageous tender for the procurement of technical services in recent years, small engineering consulting firms, due to their human resource constraints and limited background knowledge, have been having a harder time winning contracts. This study examines the trends in the awarding of government procurements and explores their correlations with business strategies, aiming to offer analyses and insights for small engineering consultant firms to achieve sustainable management. Significant findings of this research are that different procedures of awarding for public procurements may result in dissimilar business strategies for small engineering consulting firms, and that four dimensions – continuous competitive advantage, relationship marketing, internal core resource-based strategy, and internal and external environmental strategic planning – are closely correlated with small engineering consulting firms’ business strategies. Among them, however, internal core resource-based strategy and internal and external environmental strategic plan demonstrate varying influencing factors.
