摘要

在莫拉克風災期間，空勤總隊一架UH-1H直升機（編號NA-502）在執行屏東縣霧台鄉伊拉部落運補任務時，不幸遇難機毀，三位機組員因公殉職，不僅讓國人開始關注救災直升機老舊、數量不足問題，也顯現空勤總隊同仁執勤的風險與保障問題，直升機空中救援是件專業又需龐大經費的工作。
2015年我國國防報告書說明，各項天然災害發生強度增加所導致之複合式災害，已衝擊我國國家安全，影響程度不亞於戰爭。當大眾寄望直升機像天使的一雙手拯救災民的同時，不斷發生救難失事也令人遺憾。這意味著直升機的功能被人們所了解且被期待，但又對於直升機執行飛行任務所潛在的風險所知是有限的。
本文要探討出我國面臨的環境變遷下直升機在救援任務上的特性分析，以如何能夠運用直升機，順利且迅速完成救援行動，作為政府首長及民眾了解直升機投入災害救援的參考，真正落實保護人民生命財產安全的神聖使命。

During Typhoon Morakot, the UH-1H helicopter (numbering NA-502) from National Airborne Service Corps (NASC) has crashed while on a mission transporting supplies to a village in Pingtung County, and causing 3 of the crew members lives. After this incident, the country starts to concern about the quantities of the rescue helicopters and if the helicopters are too old to be flying on a mission, which relates to the safety and risk problems. Helicopter air rescue requires professional skills and enormous funding task. Year 2015, Taiwan’s national defense reports show that as the level of natural disaster increases more disaster will be followed, and it has highly impact our national security, influence level is no less than war. As people placed hopes on the helicopter like the guardian angel of the victims, but rescue accidents keep happening is unfortunate. This means that the function of helicopters has been understand by the people and also reach their expectation, but the risk of knowledge for the helicopters during a mission is limited. In this paper, we need to investigate on how helicopters perform during rescue mission and their characteristic analysis under environmental changes we faced in Taiwan. According to how helicopters could be put in use, smoothly yet quickly on accomplishing a rescue mission, and could be used for reference for government officials and people. Protecting the lives of the people is a sacred mission.
