我國對於大型運動賽事反恐作為之研究

摘要

全球化為當代發展趨勢，各國為確保國家安全、經濟利益及促進全球民主與和平，並加強對付奇襲及反恐能力，紛紛提升自我意識。因種族、宗教信仰、領土爭執、資源爭奪等所衍生的區域性衝突，仍為全球潛在安全挑戰。而在2001年9月11日，美國本土遭受恐怖分子攻擊，震驚全世界，對國際安全產生巨大衝擊，恐怖主義的威脅，已成為國際安全的隱憂。
本研究從各學者所提出對於恐怖主義的相關解釋，試圖歸納出恐怖主義的定義與類型，並探討全球各個國家在大型運動賽事所發生之案例及各國之反恐作為。就可能遭遇之安全威脅，可採行之安全維護策略。以大型運動賽事反恐作為中，所建構反恐怖攻擊先期準備下，預判、規劃、準備等投入大量的資源，把傷害降至最低，期能有效提升賽事維安，維護參賽者與觀眾安全。以及如何防範，用以提供往後經驗與實務上之應用。
我國反恐作為上之政策、相關法律、反恐部隊，明確認知反恐任務之功能與目的；並剖析我國反恐特勤部隊在維護國家安全之功能上，應有效的作為。啟動處理機制，以確保國家安全及人民財產受到保障。

Globalization has become a trend. To ensure national security, economy, promote democracy and peace and also enhance the ability of confront ambush and anti-terrorism, every country has raised their self-awareness. The regional conflicts of race, religion, territorial disputes and resources competition remains a potential global security challenge. In September 11, 2001, the United Stated had been attacked by terrorists, which impacted the world especially on international security. The threat of terrorism has become a concern.
In this research I would like to summarize the definition and types of terrorism from relevant interpretations from other researchers and also to explore the cases happened around the world in international sports events about how to pose anti-terrorism. For the security threats may encounter, we propose strategy to contend. For instance anti-terrorism actions of large-scale sports events, how government prejudges, plan and prepare for it. Only to decrease injure and elevate the security and protect the audiences and contestants. This study is to offer the past experiences and practical application for precaution.
In our policy, relevant laws and anti-terrorism forces clearly cognitive the purpose and function on anti-terrorism. Also this study is about to analysis our special forces of anti-terrorism, how they are focusing on national security. Start the processing mechanism to ensure national security and protect citizen’s property.
