農地不利耕地活化建置太陽光電再利用之研究-以屏東縣佳冬鄉為例

本研究主要目的在於探討我國不利耕作農地結合太陽能光電之政策對於佳冬鄉民之影響，並探討其對綠色議題的認同(綠色能源之了解、農地不利耕作認知及土地利用之認知)與地面型光電接受程度之關係。本研究以佳冬鄉之農民為研究對象，參考國內外相關研究文獻後，確定問卷內容後即進行問卷調查。問卷寄發及回收共413份，有效問卷為411份;經由問卷蒐集到初步資料，依照本研究之目的及假設，分別以描述性統計、獨立樣本t檢定、單因子變異數分析、皮爾森積差相關分析、以及逐步多元迴歸分析統計等方法進行分析及討論。本研究結果如下：一、不同性別、年齡及參加綠色議題公聽會或說明會次數的民眾，在「綠色議題認同」之各項子議題與整體「綠色議題認同」有顯著差異。二、不同教育程度的民眾在「土地利用之認知」及「綠色議題認同」之整體有顯著差異。三、不同居住地區的民眾在「綠色議題認同」之各項議題及其整體無顯著差異。四、不同居住時間的民眾在「綠色能源之了解」有顯著差異。五、不同性別、年齡、教育程度、居住地區、居住時間及參加公聽會或說明會次數的民眾對不利耕作農地活化建置太陽光電意願有顯著差異。六、綠色議題認同程度對建置太陽光電意願有正向的預測力。研究結果推論在綠色議題認同上提供佳冬鄉民眾正確的資訊，民眾對議題認同程度越高，建置太陽光電意願也會提高。

The main purpose of this study isto explore the impact of unfavorable farmland policy of combining solarphotovoltaics on Jiadong villagers, and to explore the relationship betweentheir recognition of green issues and the acceptance of ground-basedphotovoltaics. This research focuses on residents of Jiadong Township. Afterreferring to the relevant literature, a questionnaire survey was conducted.Questionnaire investigation result, out of 413 questionnaires, 411 werecompleted and sent for analysis.The outcome is based on SPSS 19.0 statisticssoftware to do data processing and analysis and to get the followingconclusions: 1.Thereis significant differences in the recognition of green energy issues among thepeople with different genders, ages and the number of public hearings orbriefings. 2.Thesignificant difference in the educational background affects the perception andattitudes towards green energy’s applications. 3.Thereis no significant difference in the perception and attitudes towards greenenergy applications for people living in different regions. 4.Thereis a significant difference in the perception and attitudes towards greenenergy applications for people living in different time zone. 5.Peoplewith different gender, age, education level, living area, residence time, andthe number of public hearings or briefing sessions have significant differencesin their willingness to revitalize unfavorable farmland and build solarphotovoltaics 6.Withthe awareness and knowledge of such green energy’s applications, it positivelyinfluences the perceptions and attitudes toward of building of solarphotovoltaics. The research results infer thatthe people of Jiadong Township are provided with correct information on greenissue recognition.
