退休人力導入接力式社區老人照護教育訓練課程規劃之研究

A Study of Education and Training on Designing of Postretired People Introduced into the Relay Elderly Care in the Comunity

摘要

本研究的主要目的是要規劃一套退休人力導入接力式社區老人照護教育訓練課程架構。到2012年，我國的老化人口已經超過總人口的11.2％（內政部，2012）。老人照護問題被預測為臺灣未來幾十年間嚴重的問題之一（臺灣綜合研究院，2013）。以社區為單位，將導入之退休人力，應用課程訓練，使之能完成老人照護工作。借由文獻探討、專家訪談、及德懷術專家問卷調查的程序，最後取得專家們一致性的認同而規劃一套課程。以文獻探討世界各地區相同或類似之作法作為參考，然後邀請學有專精之6位專家，對文獻分析的結果作深入的剖析及提供意見。再依據文獻分析和專家訪談的結果發展德懷術專家問卷，邀請產、官、學界及退休之士、農、工、商、漁界代表共計20位德懷術專家，接受來回三次的問卷訪談。每次的訪談結果均進行編碼及使用SPSS12.0中文版統計軟體作眾數、標準差、平均數之描述性統計分析，及柯-史單一樣本考驗分析。得到的結論是年輕健碩的退休人力可以導入接力式社區老人照護工作，及規劃之課程可以作為老人照護教育訓練之參考依據。

The purpose of this study was to design a curriculum of education and training on retired people implementing “the relay elderly care” concept in the community. By 2012, the aging population has exceeded more than 11.2% of total population in Taiwan. The issue of caring for the elderly has been predicted to be one of the serious problems in the future decades in Taiwan. The younger retired people, in each community, would be trained with the designed curriculum to do a good care for older retirees. Integrating the process of literature review, expert interviews, and Delphi expert survey, the final consistency curriculum was developed. For studied reference, document analysis is utilized to explore the same or similar concept of the relay elderly care in the world. Then, six excellent experts from industry, government and academia are invited to study intensively the result of document analysis, and provide their unique view. The Delphi expert questionnaire is developed according to the document analysis and the conclusion of expert interviews. Twenty experts are then chosen from industry, government, academia, and retired
scholars, farmers, businessmen and fishermen with experience in elderly care to be interviewed in three rounds. When every questionnaire was returned, data was coded and SPSS windows version 12.0 Chinese statistical software was used to obtain descriptive statistical analysis for mean, standard deviation, multiple numbers and Kolmogorov-Smirnov single sample test. The final consistent curriculum was used for the reference of education and training on retired people with implementation of relay elderly care in the community.
The result is that the young healthy retired people can be introduced into the Relay Elderly Care in the community, and the designed curriculum can be used for the reference of education and training for the retired people.
