獨立式住宅設置消防安全設備之可行性分析

獨立式住宅俗稱「透天厝」，在台灣地區除了台北縣市、台中縣市、高雄縣市等大型都會區之建築物擁有大樓林立之外，其它地區之建築，獨立式住宅佔有絕對性的多數，是台灣地區大部分人居住的重心。而依據現行法令並未強制規定，建築物為防止火災發生，獨立式住宅應設置任何消防安全設備，也因此大部分未設置。縱然如此，這並不表示獨立式住宅，沒有任何消防安全顧慮。甚至我們常發現獨立式住宅一旦發生火災，即每每造成人命及財產重大之損失。但或許因為收容人員數較少，因此就算個案火災發生，在社會上也並無引起過大的討論、檢討及迴響，更不見深入探討，而任令悲劇一再重演了。基於種種原因甚至納入法制化，本文即依照獨立式住宅建築及各種特性作分析，探討獨立式住宅火災之特性及危險性，試圖尋求正確的火災預防措施、滅火方法、避難行動，以防獨立式住宅萬一火災發生，對收容人員能充分發揮、保障人命、財產安全的功能。
