東港櫻花蝦產銷班關鍵成功因素之探討-AHP方法之應用

摘要


全世界僅有少數國家擁有櫻花蝦這項珍貴的漁業資源,近年亦逐漸成為臺灣沿岸的重要漁業之一。依據東港拍賣市場資料顯示,每箱櫻花蝦平均售價已由1992年的450元提升為2014年的五千多元,為漁民帶來4.78億元的收入。有鑑於東港櫻花蝦產銷班利用當地發展沿岸漁業的先天優勢,整合產、官、學共同創立的自律性管理模式,可作為我國其他漁業產銷班的學習典範,因此本研究擬應用AHP分析方法探討東港櫻花蝦產銷班之關鍵成功因素,具體研究目的包含:1.瞭解東港櫻花蝦產銷班經營概況;2.建立東港櫻花蝦產銷班之關鍵成功因素構面;3.分析東港櫻花蝦產銷班關鍵成功因素的權重順序;4.提供東港櫻花蝦產銷班經營者與漁政單位擬定策略的參考。 研究結果顯示,東港櫻花蝦產銷班經營的關鍵成功因素可分為三大構面、9個準則及36個因素,其中最重要的10個關鍵成功因素依序為班員具有高度的向心力、班員認同的班組織公約、權益義務公平分配、落實違規取締與處分、海洋資源與永續發展、遵守捕撈期、禁撈期的規範、明確的班組織架構與分工、會計制度健全透明化、班長具有溝通協調能力及建立自有品牌維持良好形象。

Sakura shrimps are precious fishery resources in very few countries worldwide, and they have become one of the important fishery industries in Taiwan. The data from Donggang auction market showed that the average price per case of sakura shrimps has increased from 450 NTD in 1992 to around 5,000 NTD in 2014, and they brought 4.78 billion NTD of total revenues to fishermen. Given that the sakura shrimp producaiton and marketing group in Donggang used the inherent advantages for fishery development and integrated a self-management mode co-founded by the industry, the government, and the academia, it may be a demonstrative model for other fishery production and marketing groups in Taiwan. The main purpose of study, therefore, is to apply the AHP to investigate the key success factors of the sakura shrimp producaiton and marketing group in Donggang. The sustaintial objectives of this study includes the followings: 1. understanding the current operation of the Donggang sakura shrimp production and marketing group; 2. establishing the facets of key success factors of the Donggang sakura shrimp production and marketing group; 3 analyzing the weight and sequence of key success factors of the Donggang sakura shrimp production and marketing group; 4. providing suggestions for the policy making of the managers of the Donggang sakura shrimp production and marketing group as well as the agricultural authorities. The results showed 36 key success factors of the Donggang sakura shrimp production and marketing groups were specified and could be divided into three facets and 9 criteria. Among these 36 key success factors, the most important Top 10 factors were high coherence of group members, group convention identified by group members, equitable obligation and interests distribution, effective ban enforcement and sanctions against violations, sustainable development of marine resources, compliance with the fishing ban period, clear organizational structure and work division, a sound and transparent accounting system, communication skills of the group leader, and establishment of brand to maintain a good image.
