由營造業評鑑制度提升整體品質之研究

摘要

為能夠統一營造業的管理機制，政府在營造業法第四十三條中明訂「中央主管機關對綜合營造業及認有必要之專業營造業得就其工程實績、施工品質、組織規模、管理能力、專業技術研究發展、及財務狀況等，定期予以評鑑，評鑑結果分為三級」。希望能夠強化營造業的經營體質，使其能經由統一的制定標準區分優劣，然營造業的評鑑機制已施行數年，唯指標的擇取以及評鑑項目的權重皆相同機制下，評鑑制度是否能夠客觀、公正的衡量營造廠的優劣值得探討。本研究之目的在於探討目前營造業評鑑制度之評鑑項目內容的完整性與合理性，強化評鑑結果之客觀性與提昇營造業整體的經營環境。透過蒐集文獻資料與比對檢驗評鑑項目有否欠缺，再進一步以高雄土木技師公會之評鑑統計資料印證各級營造廠商之工程實績、施工品質、組織規模、管理能力、專業技術研究發展及財務狀況等六項指標評量。經統計評量分析顯示施工品質、專業技術研究發展及財務狀況等三項指標呈現弱面，其形成之原因與現今營造業環境條件有關，因此營造業評鑑制度之評鑑項目應依據現今各級營造廠之實際條件給予適當的評鑑權重，方能合理且客觀地達到評鑑營造廠商之目的與功能。

The aim of this thesis is to create a unified management system for the construction industry, under Article 43 of the Government construction law, "the central competent authority for comprehensive construction industry professionals and recognize the need for the construction industry’s evaluation on project performance, construction quality, size of the organization, management ability, professional technical research and development, and financial status, periodical evaluation, whose results are divided into three." Findings from the research is hoped to strengthen the operating structure of the construction industry, so that the pros and cons of the currently set standards are expounded. The industry’s assessment method has been implemented for several years, and the right to choose a project took only the index and re-evaluation of all projects under the same mechanism. In this study we evaluate whether the system is able to objectively and fairly weigh the merits of creating a project worth exploring.
The purpose of this research is to assess the current evaluation system of projects in order to evaluate the construction industry, integrity and rationality. This will strengthen and enhance the objectivity of the evaluation results and improve the overall business environment for the construction. Data is collected from the literature and we conduct a comparison tests of whether there is a lack of project evaluation. Further, we evaluate the statistics of Kaohsiung civil engineers, by incorporating the project performance, construction quality, size of the organization, management, professional technical research and development and finance status (all six indicators). The statistical results showed that the construction quality assessment, technical research and development and financial status (three indicators) are on the weak end. After exploring the respective causes and the current environmental conditions in the construction industry, we recommend creating a business evaluation system of projects based on the actual conditions of the project. In addition, create levels to give appropriate evaluation weight, in order to achieve a reasonable and an objective evaluation system.
