政府為發展東部觀光旅遊產業,辦理「花東線鐵路瓶頸路段雙軌化暨全線電氣化計畫」、「花東線鐵路整體服務效能提升計畫」,期能早日完成環島電氣化之快速運輸骨幹,縮短東部地區旅運時間,以及改善自新城至臺東間27個車站設施老舊或不敷使用狀況,期能帶動花東地區的觀光發展。此一系列以發展花東觀光為主題之車站設計、修建,被稱為「花東新車站運動」。本文即以27個車站中的關山站、鹿野站、山里站為例,經由比對車站改善前後之不同,探討花東新車站設計是否達到「鐵路整體服務效能提升」之目標。研究結果顯示,整建後之車站在外觀、動線、與無障礙環境上確有正面效益之提升,但權管單位人力不足,在維護及營運上難以達到服務效能提升之目標,應即早計畫安排;而運務之外的車站加值功能需俟地方政府完成配套施政(如公路公共運輸)後,或可見其成效。
Taiwan government has carried out the so-called “Hua-Tung Line Railway Overall Service Efficiency Improvement Project” in order to promote the tourism industry of eastern Taiwan. The project intends to refurnish twenty-seven old rail stations from Shincheng to Taitung. It is expected this series of refurnishing train station, which has been defined as “Hua-Tung New Station Movement”, may stimulate the economic growth for the eastern counties. This study used three of the twenty-seven stations, the Guanshan station, the Luye station, and the Shanli station,as an example to assess the achievement of the project targets. The assessment results indicated that the station appearance, access route, and barrier-free facilities were improved positively. However, due to lack of sufficient manpower, it was difficult to achieve the project targets in the operation and maintenance aspects.
