澎湖國家風景區海洋資源豐富，區內的自然景觀以海洋及島嶼風貌為主，生態環境、閩南式社會及文化資源保存完整。近年來為提升生態旅遊遊客人數，增加許多生態旅遊景點，但敏感的生態系統無法負擔如此龐大的環境衝擊力，遊客在進行生態旅遊時，需改變旅遊觀光方式，配合著政府的各項政策與措施去實行，生態旅遊的推動必須重視生態旅遊連續體的連結，此連結的關鍵包括服務系統，因此建構生態旅遊服務系統是必然的。本研究應用模糊德菲法與層級分析法建構澎湖國家風景區生態旅遊服務系統指標架構，本研究旨在建構澎湖國家風景區生態旅遊服務系統，並於建構的過程當中，探討澎湖生態旅遊服務系統的因素。
本研究結論如下：1.建構生態旅遊服務系統時，以考量安全管理能力為最高準則；2. 生物多樣性為海洋環境資源的根本，是發展生態旅遊的核心資源；3.交通運輸能力待加強，環境品質待提升；4.海洋環境資源，是發展完善的生態旅遊最重要的服務項目；5.提升當地社區經營意願，可以促進生態旅遊發展；6.珍惜護持自然環境資源，以提供完善的生態旅遊遊客遊憩環境；7.產業發展與地方保育相輔相乘，達到永續經營之目標。

The contents of abstract in this thesis：
With rich marine resources, the natural landscape of Penghu National Scenic Areas is mainly in connection with the ocean and islands. The area also preserves the integrity of the ecological environment, Minnan-style society and cultural resources. In recent years, in order to increase the number of tourism in ecotourism, enhance the ecotourism attractions, but the ecology systems are sensitive, it can’t afford to environmental impact, while the tourist must to change their tour style on ecotourism.The promotion of ecotourism must emphasize the linkage among the ecotourism network, and the key involves service system. Therefore, it is essential to construct ecotourism service system. This study adopted the fuzzy Delphi method and AHP to establish an index framework of ecotourism service system of Penghu National Scenic Area. These thesis aims to construct the indicators of the ecotourism service system in Penghu National Scenic Areas and identify the factors of the system in the construction process.
The findings are concluded as follows: (1) the security management capability is the main principle for ecotourism service system; (2) the ecological diversity is fundamental for the marine environment and the core resource for ecotourism; (3) transportation capacity and environmental quality need to be improved; (4) marine environmental resources is the most important item for sound ecotourism development; (5) the enhancement of the operation willingness of local communities can promote ecotourism development; (6) natural resources should be protected to provide an ideal recreational environment for ecotourism; (7) the development of ecotourism needs to support local conservation to achieve sustainability.
