應用Network DEA於台灣基層農會經營績效之研究

摘要

本研究應用網絡資料包絡分析法(Network Data Envelopment Analysis)評估2006到2008年台灣地區199間基層農會，四大部門:經濟(供銷部)、金融(信用部)、保險部、農業推廣部門，計算出各部門之經營效率，並使用Malmquist生產力指數(MPI)來衡量各評估單位在不同時期的生產力變動情形。並運用差額分析提出使各農會更能瞭解其優劣勢，作為其擬訂未來營運策略時之參考，並作為客觀的經營效率之評量。
本研究結果顯示:1.MPI指數方面(1)鄉村型農會在2006~2008年的生產力皆優於都市型農會及混合型農會(2)2006~2008年生產力僅有中部地區農會皆處於上升的情況。2.網絡DEA方面:(1)都市化程度分析，都市型農會之總效率為0.553，混合型農會各部門之效率皆低於平均水準，鄉村型農會只有經濟、保險部門優於平均效率。(2)其次由地理區域角度分析，北部地區農會最佳，其次為中部、東部最後為南部。

This research from 2006 to 2008 the 199 Farmers Associations (FAs) in Taiwan as the object of study, calculated Malmquist productivity index (MPI),and used Network Data Envelopment Analysis (DEA) to do for the methodology,and develop an evaluate model, then evaluate the relative operating efficiency about credit, extension, insurance, and marketing departments from their performance over time.Finally,used slack analysis allows the Farmers Associations to understand how they adjust operational strategies.The results of this study:
1. MPI index:(1)Rural type FAs was greater than mixed type and urban type FAs.(2) the midland type FAs was greater than others type FAs.
2.Network DEA:(1) Urban type FAs was greater than others type FAs.(2) the northern part type FAs was greater than others type FAs,and the worst type FAs was southern type FAs.
