本研究目的係探討屏東縣公私立幼稚園幼托園所輔導計畫實施現況調查,希望瞭解輔導計畫實施現況、實施成效及實施困境。本研究以問卷調查法為主,並佐以訪談,研究對象以屏東縣95年至97年參與輔導計畫的校長、園所長及教師。問卷共發出190份,回收有效問卷176,回收率為92.63﹪;問卷回收後,以次數分配與百分比統計方法進行分析。而該訪談對象為五位校長、園所長,訪談資料以內容分析法進行分析。本研究結論如下: 一、公立幼稚園校長參與輔導計畫原因大多為擔心招生不足,造成減班,或學校教師成為超額教師。私立幼托園所希望能提升園所專業能力,以提高同業中競爭的能力。 二、決定參與輔導計畫之人員以園所長、校長指定參加輔導計畫者佔大多數,園所長、校長必須對學校行政、環境設備、教保活動作充分檢討,為作有效經營並提供思索未來發展的方向,因此決定參加輔導計畫。 三、屏東縣幼托園所對輔導人員之聘用以輔導人員專長為主要考量條件,其次是輔導人員配合度。 四、輔導人員之輔導方式以進班觀察為主,其次為團體分享。園所輔導時數大多是60小時,且以上課時間為最普遍輔導時段。大多數園所是以「提升教師課程規劃的能力」為輔導主題。再者,八成以上園所長及四成八以上教師非常支持輔導計畫。 五、三成教師認為有完全達到預期成效,五成六教師認為大部份達到預 期成效,而全體人員大家目標一致,也因此凝聚全體人員向心力,實在是一大收穫。 六、輔導報告不易撰寫、專業師資難尋等是屏東縣輔導計畫所面臨的首要困境。 最後,研究者針對上述研究結果提出若干建議,以供教育行政機關、幼教輔導人員、受輔園所參考。
The purpose of the research is to explore the current situation of the implementation of Early Childhood Education Guidance Program in Pingtung County. The study used the questionnaire survey and the interview to collect the data. The subjects of the research include the kindergarten principals and teachers who participated in the guidance program in 2006-2008 in Pingtung County. 190 questionnaires were distributed, and 176 questionnaires were usable. The frequent statistic was used to analyze the questionnaire data and the interview data from five kindergarten principals was analyzed according to the content analysis. The conclusions of the research are as followings: 1. The reason why the kindergarten principals participated in the guidance program is that they primarily worried about the insufficiency of the recruitment. Private kindergarten principals hoped to promote the professional ability and become more competitive among the same profession. 2. The majority of the personnel who decided to participate in the guidance program are the principals of the kindergartens. The principals must sufficiently discuss about the school administration, the facility of the environment, and the educational and nursing activities. They also need to manage the kindergartens effectively and provide the direction of the future development in advance. After the above, they decided to participate in the guidance program. 3. Pingtung county kindergartens considered the professional specialty of the counselors as the main condition while inviting counselors. The second condition is the degree of the cooperation of the counselors. 4. The counselors adopted observing in the classroom as the main guidancing method. The next was group discussion and sharing. The duration of the guidance in the kindergarten was mostly 60 hours with class time as the most popular section. For most kindergartens, the focus of the guidance program was promoting the ability of teachers’ curriculum design. Moreover, over 80% of the principals and over 40.8% of the teachers all supported the counseling project. 5.30% of the teachers thought that the guidance program completely reached the anticipated effect, and 50.6% of the teachers thought that the guidance program mostly reached the anticipated effect. That the entire participants had the same goal and that the centripetal force was promoted were truly great harvest. 6. That it was not easy to write down the guidance program, and that it was hard to get professionals were the first two dilemmas the teachers confronted. At last, some suggestions were given in the light of the above research results for the educational administration institutes, early childhood counselors, and the kindergartens participating in the project.
