建廠潛在工程危害與風險評估之研究

A Study on the Potentially Engineering Damage and Risk Assessment for Construction Plants

摘要


由於工程施工中存在著很多的不確定因素,而且其關係到建造之成本,故風險管理已逐漸成為營建專案工程中不可或缺的管控環節之一。本研究首先針對風險控制之基本理論與風險評估技術之運用做一適度之相關探討,接著以一實際廠房之建造案例,利用各種風險評估表,分析探討其特性。從研究結果可發現擋土牆增設工程、辦公室與控制室新建工程風險等級最高,其次為儲槽設備安裝工程、配線配管工程,最後風險等級可被接受之工程有假設工程、皮帶磁選機增設工程、電氣設備工程、驗收試車。另外最常發生危害事故之次序為(1) 物體飛落、倒塌、崩塌;(2) 切、割傷、刮傷;(3) 滑(跌)倒;(4) 碰撞傷;(5) 夾傷、捲傷;(6) 感電;(7) 吸入中毒(缺氧);(8) 火災爆炸;(9) 突發狀況;(10)交通事故;(11) 灼燙傷。這些分析結果當可提供新建廠房或已運轉中的廠區人員參考,據以進行改善控制措施,以利提升安全水準為目標。

Because construction work involves many uncertainties which affect cost, risk management has slowly but steadily become an indispensible element of construction project engineering. This study used basic risk control theory and risk assessment techniques to analyze the full range of risk assessment forms from an actual case of factory construction. The results of this study show that the highest levels of risk occur during additional construction on retaining walls and new construction of offices and control rooms. In order of frequency, the most frequently occurring hazards are (1) Falling or flying objects and structural collapse, (2) Cutting, slashing and scraping by sharp objects, (3) Slipping and tripping, (4) Impacts, (5) Crushing by heavy objects or spinning machinery, (6) Electric shock, (7) Toxic gases and oxygen deprivation, (8) Fire and explosion, (9) Sudden outbreak, (10) Vehicle-related accidents and (11) Burns. The results of this analysis can provide a valuable reference for those working on the construction of new factories or the renovation of operating factories as they seek to improve control and raise safety standards.
