台灣電力公司近年來積極改善各項方案,以提高效率及滿意度。在停電規劃中,針對不同部門所提出的停電需求,停電審修人員必須判斷彼此間的相對重要性,排定優先處理順序,有效進行停電維修排程作業,提升作業效率並縮短停電時間,以維持供電品質與用戶滿意度。排程的重點就在於維持系統可靠度與提高維修資源的經濟性。本研究以台電公司為例,針對其內部存在不同維修工作排序狀況,考慮停電事故排程問題,探討相關文獻並與專家學者及台電相關人員進行訪談,以平衡計分卡理念設計問卷調查的方式,發展出台電停電審修層級分析圖,再利用模糊層級分析法(Fuzzy Analytical Hierarchy Process, FAHP),得出影響停電審修評估項目之權重值,建立停電審修之優選排序模式。最後研究的結果可用來發展一套更為精確的分析系統介面,作為台電相關個案研究之計畫性審修作業排程的決策參考依據。
Taiwan Power Company aggressively heightens their efficiency and degree of satisfaction by reforming projects recently. In maintenance outage schedule, planners are required to distinguish the comparative importance among power demand from and schedule the processing sequence in order to maintain quality of power supply and customer satisfaction by processing maintenance scheduling operations during off-power period, improving operational efficiency and abbreviating off-power period. Maintaining trustworthy of system and increase economic benefits of maintenance resource are the key point of sequence. In our study, taking Taiwan Power Company as an example, we consider their different situations of operational sequence and power outage problems by reviewing literature and interviewing related staffs, scholars as well as experts. According to the information above, we formed maintenance level analysis chart review of power planning for Taiwan Power Company. By integrating Fuzzy Analytical Hierarchy Process and Balanced Scorecard survey, we figured out weighted value for items in the interview in order to build a priority selection model of Maintenance Schedule. In the long run, the researching outcome can develop a more accurate analysis interface system for Taiwan Power Company’s decision making on relative schedules.
