烏蘭巴托市蒙古包區發展之研究
A Study on the Development of Ger Area in Ulaanbaatar, Mongolia
摘要
蒙古包區蛙跳式的擴張是烏蘭巴托市的重要發展問題之一，加上農村遊牧民族面臨嚴峻的寒冬，損失很多牲畜。因此，許多農村居民遷移到烏蘭巴托市，造成蒙古包區的面積快速增加，並帶來空氣污染和其他負面的環境影響。為解決這些問題，本研究利用文獻回顧、案例分析、實地調查、問卷調查和訪談等方法，提出烏蘭巴托市蒙古包區發展方向的研究結果，茲說明如下。首先，蒙古包區的多數居民已經在此定居，但是區內的公共設施服務水平和住宅機能並不足。其次，蒙古包區需要以永續發展目標為導向，並由政府採取合適的土地開發方法，提供區內的公共設施。土地重劃是解決蒙古包區發展問題的途徑之一，土地重劃法規則需要由政府予以制定。第三，研議的計畫已考慮公平的土地分配，並提供適當的公共設施，以改善居民的生活條件。第四，研議的計劃將提供良好的商業建築物，它將為土地所有權人、規劃者和其他利益相關者帶來利益。最後，研議的住宅設計符合簡單、時尚及環保，並裝置污水處理和供暖系統，它將為蒙古包區的住戶提供好的居住環境。

The frog-jumping rapid expansion of ger area is one of the critical development issues in Ulaanbaatar city, and herders are facing harsh winter conditions at rural areas, it causes the loss of many livestock. Hence, many rural families migrate into ger area of Ulaanbaatar. This migration leads to an unprecedented increase of ger area, and it brings air pollution and other negative environmental impacts. To resolve these concerns, a collective study based on literature review, case study, field survey, questionnaire survey, and interview was conducted to propose the development direction of ger area in Ulaanbaatar. The research results of this study involve five aspects. First, most residents of ger area have settled in a permanent place, but the current service level of public facility and housing function are insufficient at ger area. Second, ger area needs to be guided toward the sustainable development goal, and be offered public facility by the government with the appropriate land development method. Land reconsolidation is one way to solve the problem of development at ger area, and land reconsolidation regulation needs to be formulated by the government. Third, the proposed plan considers the equal land distribution, and it will offer suitable public facility to improve the resident’s living condition. Fourth, the proposed plan will supply the good commercial buildings, it will make benefits for land owner, planner, and another stakeholder. Finally, the proposed residential design is simple, stylish, eco-friendly, and installed with the sewer and heating system. It will offer a good living environment for the household at ger area.
