台灣是個多山島嶼,約四分之三的土地屬於山坡地,由於地勢陡峻、地質脆弱、河短流急、平地狹窄,加上颱風豪雨以及地震頻繁,極易引發沖蝕、崩塌或土石流等災害。 全台灣每年申報完工之水土保持計畫的數量持續累積,因各地之水土保持管理機關的檢查標準不一致,且中央政府始終沒有一個既定的規範及格式來管理,無法系統性的掌控各個水土保持設施維護情形,對於後續維護管理之效益評估僅以審查幾件或裁罰幾件呈現之。 為達成永續發展、落實設施維護管理,本研究乃提出以維護管理評分作為相關評估方式,將各案件設施狀態及維護情形以數據化說明之(量化呈現),並以此作為各縣市政府對於水土保持計畫的永久水土保持設施維護管理之效益,對水土保持局及全國縣市政府現行核定且完工之水土保持計畫進行彙整分析,利用水土保持設施維護調查標準及調查成果,將水土保持設施缺失情形進行統計、嚴重度分級及研擬訂定評分基準,並於維護管理執行績效進行分析,藉由此方法強化水土保持設施維護流程及水土保持義務人之維護意識,以期完整掌握這些設施資訊,進行有效維管追蹤,俾使各項依法核定水土保持設施發揮應有功能,並幫助後續評量各水土保持設施維護案件的執行是否符合訂定標準之參據。主管機關亦可參考相關設施統計資料、缺失情形、評分情況,進一步的確立維護政策執行方向,以彰顯維護管理的成效。
Taiwan is a mountainous island. About three-quarters of the land belongs to mountain slopes. Due to the steep terrain, fragile geology, short rivers, rapid rivers, narrow plains, and frequent typhoon rainfalls and frequent earthquakes, it is easy to cause erosion and landslide. The number of soil and water conservation plans declared and completed every year in Taiwan continues to accumulate. Because the inspection standards of various local soil and water conservation management agencies are inconsistent, and the central government has never established a set of regulations and formats to manage, the maintenance of these soil and water conservation facilities varies. It is impossible to systematically manage the maintenance of various soil and water conservation facilities, and the benefit evaluation of subsequent maintenance and management is only presented by reviewing a few items or penalizing a few items. In order to achieve sustainable development, facility maintenance and management should be implemented. This study proposes to use maintenance management scores as the relevant evaluation method, and the status and maintenance status of each case facility are described in data (quantified presentation), and used as the county and city government. For the benefits of the maintenance and management of the permanent soil and water conservation facilities of the soil and water conservation plan, conduct a consolidated analysis of the soil and water conservation plans currently managed by the Soil and Water Conservation Bureau and the county and city governments across the country, and use the soil and water conservation facility maintenance survey standards and survey results,calculate the lack of soil and water conservation facilities, severity grading, and develop scoring benchmarks, and perform statistics and analysis on the performance of maintenance management. By this method, the maintenance process of soil and water conservation facilities and the maintenance awareness of soil and water conservation obligors are strengthened. In order to fully grasp the facility information and conduct effective maintenance and tracking, so as to enable the various soil and water conservation facilities to perform their due functions to assist in the subsequent evaluation of whether the implementation of various soil and water conservation facility maintenance cases meets the criteria of the set standards, so as to demonstrate the effectiveness of maintenance management.
