高雄市仁武區農會的SWOT分析及經營策略之研究

本研究目的在探討仁武區農會SWOT分析、PEST分析及經營策略之研究農會與台灣農業發展息息相關，一直以來陪伴著農民的農會，在面對貿易自由化之競爭壓力及政府放寬進口管制下，面臨空前的挑戰及困境，使得農會不得不改變過去經營模式，期能透過合作策略，進行資源整合、科技創新，促進農業升級並確保永續經營，以擴大台灣農業之發展空間。本文探討台灣各級農會如何在變化多端的環境中歷練後，成為屹立不搖的百年老店，並以分析農會為因應大環境的競爭，如何調整經營策略理為主題的研究，並以仁武農會為例，透過產銷班、農會人員、學術單位訪問，以文獻分析法(Document study)、參與觀察法(Participated Observation) 、SWOT分析、PEST分析法協助決策者作客觀之抉擇，來作經營策略管理，以增加農會競爭力。結果發現仁武區農會具親和力、熱情親切、活潑，經營上增設分部提高便利性，業務處理速度有效率，有達農民需求，推陳出新，創新能力優於也優於同業，對於內部劣勢的員工管理缺乏效率、金融產品(業務項目)不夠多元、業務受限、未全國整合、軟硬體方面跟不上商業銀行等方面的威脅與劣勢等，面對以上的強勢與弱勢，給予相關的經營策略建議，提高營運效益如：政策變動即時掌握、開發多元化及便利的金融服務業務、鼓勵青年返鄉從農、不斷開發年輕客群及數據等數位化的分析運用。

The purpose of this research is to explore the SWOT analysis, PEST analysis and business strategy of Renwu District Farmers’ Associations. Farmers’ associations are closely related to the development of Taiwan’s agriculture. The farmers’ associations, which have been accompanying farmers, are facing the competitive pressure of trade liberalization and the government’s relaxation of imports. Under the control, facing unprecedented challenges and difficulties, farmers' associations have to change the past business model, expecting to use cooperative strategies to integrate resources, technological innovation, promote agricultural upgrading and ensure sustainable operation, so as to expand the development space of Taiwan's agriculture. This article explores how Taiwan's farmers associations at all levels have become unshakable century-old stores after experiencing a changing environment. It also focuses on analyzing farmers' associations as the subject of competition in response to the overall environment and how to adjust business strategies and principles. Take the Wu Nong Association as an example, through visits by production and marketing teams, peasant association personnel, and academic units, it uses Document study, Participated Observation, SWOT analysis, and PEST analysis to assist decision-makers in making objective decisions. Make business strategy management to increase the competitiveness of peasant associations. The results found that the Renwu Farmers’ Association is friendly, enthusiastic, and lively. The addition of branches in operation improves the convenience, the business processing speed is efficient, meets the needs of farmers, and the innovation ability is better than that of the same industry. It is better than the peers in terms of internal disadvantages. Lack of efficiency in staff management, insufficient diversification of financial products (business items), limited business, no national integration, threats and disadvantages in terms of software and hardware that cannot keep up with commercial banks, etc., in the face of the above strengths and weaknesses, give relevant business strategy recommendations to improve operational efficiency, such as immediate control of policy changes, development of diversified and convenient financial service businesses, encouragement of young people to return to their hometowns to work in agriculture, continuous development of young customer groups and digital analysis of data
