台灣在加入WTO後,許多企業面臨著全球性的競爭,因此如何提升員工的職能與競爭力,對企業來說是非常重要的問題。台灣政府為協助各行各業辦理教育訓練,自93年度起由行政院勞工委員會職業訓練局(以下簡稱職訓局),推動「協助企業人力資源提升(聯合型)計畫」(以下簡稱聯合訓練),目的是協助各行各業的專業團體,結合相關事業機構辦理在職員工聯合進修訓練活動。根據職訓局於2008年的問卷分析報告中指出,企業在辦理聯合訓練時,透過社會資本與合作意願的提昇可幫助合作績效的提升。而政策支持可以提高聯訓單位之間的合作意願。但對於影響的因素並沒有詳細的說明。因此,本研究將探討社會資本、政策支持、合作績效與未來合作意願之間的關系,並透過階層式分群演算法及關聯式法則等資料探勘技術,找出影響企業辦理聯合訓練意願的因素。研究結果顯示出企業在參與聯合訓練時,非常重視與合作夥伴之間的資訊與技術的交流、員工參與訓練後的成效及聯合訓練的品質、員工的工作滿意度與服務品質以及政府的經費補助,而這些也是影響企業辦理聯合訓練的因素。
After Taiwan joined the WTO; many companies are faced with global competition. Thus, it has become an important issue on how to enhance the functions of staff and competitiveness of enterprises. Starting from year 2004, in order to help businesses in Educational Training the government promoted the Collective Project for Upgrading Human Resource (HR) of Enterprises (also referred to as joint training) via the Bureau of Employment and Vocational Training (BEVT). The purpose is to assist the professional bodies from all walks of life, by combining relevant agencies and companies for the joint training of staff in-service training activities. Based on a survey report by BEVT, through the training process the combined Social Capital and Future Cooperation Intention can enhance and aid Cooperative Performance. The policy can increase the intentions of businesses in future joint training intentions. However, there is lack of explanation for this phenomenon. In this thesis, emphasis will be on the Social Capital, Policy Support, Cooperative Performance and Future Cooperation Intentions The relationship is examined using the Hierarchical Clustering Algorithm, Association Rules and other Data Mining techniques in order to identify the factors governing the joint training and the willingness of businesses to participate. Results showed that enterprises participating in joint training, attached great importance to information and technical exchanges, effectiveness of training on workers, quality of joint training, workers job satisfaction and service quality, and government funding. These are factors influencing the joint training process.
