With the emergence of new media, traditional media are gradually being replaced. Modern people not only read online news, newspapers and magazines, but they can even participate in the work of writing and sharing articles. This part is no longer written only by media workers, and the general public can freely express their own opinions on the Internet. In order to prevent the public from constantly sharing fake news without knowing the facts, government units and private organizations jointly established a fact-checking center, whose purpose is to assist the public in distinguishing the authenticity of news. However, the public does not seem to know much about this aspect. New Media Literacy refers to a series of key skills required to read, listen and produce media content in the 21st century. However, it only analyzes technical characteristics, social culture and emotional aspects, but relatively few scholars have studied the related behaviors of checking and reporting fake news.In order to make up for this part of the research gap, this research adds additional behaviors such as fact checking, reporting ability and supervision to the original new media literacy framework, and develops a new online media literacy scale, and use the New Internet Media Literacy Scale to help teachers understand the situation of students learning new media, and help learners to more effectively interpret, evaluate, and analyze the information and production content presented by the media. According to the research results, it is shown that the basic fitness, overall model fitness and internal structure meet the standards, which means that the theoretical model proposed by this research is in line with the previously proposed new media literacy framework, and the quality is good, which also represents the success of this research. News topics that are currently of concern are integrated into the evaluation project, providing a good scale for evaluating fact-checking capabilities.
