小規模基地住宅重建工程預算之探討-以台北市危險老舊建築重建為例

摘 要 論文名稱:小規模基地住宅重建工程預算之探討 頁數:85 -以台北市危險老舊建築重建為例 校所別:國立臺北商業大學 企業管理系(所) 畢業時間:一一零學年度第一學期 學位:碩士 研究生:黃明智 指導教授:劉瀚宇 賴明政 關鍵詞:危老重建、初期建築預算、施工預算概估。 台灣於60、70年代興建大量的4樓或5樓公寓住宅,迄今除逐漸老舊外,耐震法規亦大幅修改,依現在耐震標準而言,這些老房子的耐震力不足的情況是亟待改善;且。台灣已於1993年成為高齡化社會,推估將於2025年邁入超高齡社會,簡而言之 這是個人口及建築都面臨高齡化的時代。而這些老舊房子卻無法提供結構安全的保障及無障礙使用的機能需求。 內政部營建署在 2017年5月公布「都市危險及老舊建築物加速重建條例」,希望有效積極推動老舊房屋重建,為期十年的改建推動政策,其中提供容積獎勵等及建管規定的配套鬆綁等,鼓勵民眾參與,但改建前提是範圍內土地所有權人需全部同意。然有些實際上改建基地整合不易,遂形成改建基地狹小卻有增額高達40%的容積獎勵,在高密度的台北市區更是明顯。 小基地的改建資源上較不具經濟效益的。但實際上台北市有過半數的危老改建基地均小於181坪,業界裡都知道小規模基地興建本比較高,透過本研究探討得知,小基地如前道路寬度、鄰房現況、施工緩衝空間等條件不足下 除了量價關係外,其直接成本增幅可能達15~25% 。 本研究方法及結果希望能提供正評估危老改建之專業人士,能概估出規劃前期之成本,也同時讓重建權利人了解之重建成本的落點 更可藉由本研究方法,隨著設計進展越趨明確,隨時滾動式修正重要工項的數字,以利維持未來實質改建成本的穩定性及正確性。

These buildings are getting older, and furthermore earthquake resistance relative regulations have been modified. According to current earthquake resistance standards, the poor earthquake resistance of these old buildings is not enough and in urgent need of improvement. Taiwan became an aging society in 1993, and it is estimated to become a super-aged society by 2025. In short, this is an age that both population and buildings are facing with aging. However, these old buildings could not ensure structural security and provide barrier-free facilities.   The ministry of the interior construction department released "urban danger and rebuilding old buildings ordinance" in May 2017, in order to actively push old buildings reconstruction effectively, a ten-year rebuilding policy. It provides the building volume reward and loosens relevant regulations on construction management, and encourages the public to participate the projects. However the reconstruction of these old buildings is based on the condition that all of land ownership within the scope must agree. In fact, it is not easy to integrate all some reconstruction sites that leads to a small reconstruction site with a volume reward of up to 40%, especially in the high-density urban area of Taipei. It is less economical to reconstruct a small base. However, in fact, more than half of the old and dangerous reconstruction sites in Taipei are smaller than 181 square meters, and the construction cost of small base projects is relatively high. Through this study, it is found that the direct cost of small base projects, such as the width of the front road, the age of adjacent houses, the construction space and other conditions are insufficient, besides the quantity and price relationship, the direct cost may increase by 15-25%   This research methods and results hope to provide a way to evaluate the estimated cost of reconstructing unsafe old buildings, and help the rights holders to understand the reconstruction cost. In addition, by using this research method, the calculation of the reconstruction cost can be modified or corrected timely according to the design progress and it helps to control and predict accurately the actual construction cost.
