論文名稱﹕工會組織發展之成功關鍵因素探討-以台北市總工會為例 頁數﹕90 校所名稱﹕國立臺北商業大學 企業管理系(所) 畢業時間﹕一一零學年度第二學期 學位﹕碩士 研究生﹕游子萱 指導教授﹕賴明政 博士 現代化的社會,工會組織存在的重要性影響一國的政治發展、社會安定與經濟繁榮。隨著時代的進步與變遷,經濟不斷的成長,勞工人口不斷的增加,政府積極地重視勞工權益,陸陸續續推動多項保障勞工權益的政策,也鼓勵各種工會組織的成立。本研究就台灣近幾年工會發展的情形,分析台灣目前的工會組織、體系與特色,從經濟性、社會性、和政治性三個層面,探討台灣工會的功能,並提出改善工會治理的實務建議。目前台灣在工會發展和法令上有強制入會的規範,使工會呈現長期擴張的現象。工會在經營治理上,如何協助成員對工會的積極角色有充分認識,以發揮工會的角色與功能來輔助國家社會的經濟發展,有其重要性。 本研究為求實務與理論之整合,透過文獻探討整理重要之影響工會治理因素,並以台北市總工會為例,探討所屬基層工會之會員包含職業工會、企業工會、產業工會之經營管理作為研究對象。針對較具規模之優質工會經營者代表及實務經驗資深的工會幹部專家以及受評鑑得獎的優良工會代表進行資料蒐集。運用AHP層級分析法對所取得的資料,萃取工會發展之關鍵因素。並利用所得之研究成果與發現,對工會治理提出具體的實務建議,並補足此議題研究的不足。 研究結果發現,從工會專家代表的問卷調查中之權重顯示「財務管理」是最重要的構面。所以提高工會財務管理的制度化,做好會計基礎工作,是工會組織向前發展的客觀需求。而在本研究的工會代表性專家重視前三名的關鍵因素整體權重顯示「定期舉辦勞動教育課程」、「定期政令宣導」、「建構完整資訊作業系統」、「提供會員新知及便利系統」。因此工會組織也藉由勞動部的資源,申請定期舉辦勞動教育及政令宣導,以提供會員新知及加強便利系統並建構完整資訊作業系統。 關鍵詞:工會組織發展、關鍵成功因素、職業工會、企業工會、AHP層級分析法

ABSTRACT Title:Discussion on the key factors for the success of trade union organization development - a case study of Taipei Federation of Trade Unions Pages:90 School:National Taipei University of Commerce Department of Business Management Time:June, 2022 Degree:Master Researcher:You, Zi-Xuan Advisor:Lai, Ming-Zheng In modern society, the importance of the existence of trade unions affects the political development, social stability and economic prosperity of a country. With the progress and change of The Times, the continuous growth of the economy and the increase of the labor population, the government actively attaches importance to the labor rights and interests, and successively promotes a number of policies to protect the labor rights and interests, and encourages the establishment of various trade unions. Based on the development of trade unions in Taiwan in recent years, this study analyzes the current organization, system and characteristics of trade unions in Taiwan, discusses the functions of trade unions in Taiwan from three aspects of economy, society and politics, and puts forward practical suggestions to improve the governance of trade unions. At present in Taiwan, there are regulations on the development of trade unions and compulsory membership in laws, which make the trade unions show a long-term expansion phenomenon. Labor union is on management, how to assist member to have sufficient understanding to the active role of labor union, in order to develop the role of labor union and function will assist the economic development of national society, have its importance. In order to integrate the practice and theory, this study examines the important factors affecting the management of trade unions through literature review, and takes the Taipei Federation of Trade Unions as an example to explore the management of the grassroots trade unions, which include professional trade unions, enterprise trade unions and industrial trade unions. Data collection was conducted on representatives of large-scale high-quality trade union managers, experienced trade union cadres and experts, as well as representatives of excellent trade unions who had been evaluated and awarded prizes. The key factors of trade union development are extracted from the data obtained by AHP. Based on the research results and findings, this paper puts forward concrete practical suggestions on the governance of trade unions and makes up for the shortcomings of the research on this topic. The results of the study show that "financial management" is the most important dimension in the weight of the questionnaire from the expert representatives of the labor union. Therefore, to improve the systematization of trade union financial management and do a good job in accounting foundation is the objective demand for the development of trade union organization. Representative experts of trade unions in this study attach importance to the overall weight of the top three key factors: "regular labor education courses", "regular government propaganda", "building a complete information operation system", "providing members with new knowledge and convenience system". Therefore, with the resources of the Ministry of Labour, the trade union organizations have applied to organize regular Labour education and government propaganda to provide members with new knowledge, strengthen the convenience system and build a complete information operation system.
