募款是非政府組織中相當重要的一環,募款的成敗牽動著組織經營的導向與未來,更是許多非政府組織工作者及經營者所關切的重要議題。實務上,非政府組織並無公權力徵稅,也無商業產品可以販售牟利,台灣非政府組織的財務來源途徑係包括政府、企業、基金會、社會捐助、公益創投(venture philanthropy)等。為了維繫長久的財務途徑,支撐非政府組織的生存與經營,非政府組織的募款能力自然需要強化;尤其是倡議型的非政府組織,係因為其經營模式已趨於議題導向、市場導向,公益資源的競爭、搶食,讓倡議型組織必須面對分配不均、或是分配失衡的情況。 因此本研究目的,係透過對台灣倡議型非政府組織的剖析,來了解台灣倡議型非政府組織募款的策略與成效。研究發現,倡議型非政府組織鑽研擬募款策略時,必須要有詳盡的規劃,才能達到預期目標,提供組織業務運作的經費。而這些募款策略,則是因每個非政府組織的核心價值、運作模式、及焦點目標而有不同。並以透明開放的財務,以及對捐款人負責的倡議活動,建立與捐款人密切的關係。
Fundraising is a critical issue for NGOs, for determining the orientation and the development of the operation of NGOs. Practically, NGOs have no authority to levy taxes and no commercial product to seek profits. The financial sources of Taiwan NGOs embrace governments, enterprises, foundations, social contributions, and venture philanthropy. To maintain long-term financial supports for the survival of NGOs, the capability of fundraising naturally is the necessity, especially for advocacy organization. Advocacy organizations have to face the imbalance of distribution or unevenness of distribution, by the operation of issue orientation, market orientation, and the competitiveness of public resources. The purpose of research hence is to understand the effects and strategy of fundraising of advocacy NGOs in Taiwan through the explorations of advocacy NGOs in Taiwan. The results of research show that detailed planning is the essentiality to reach the target of fundraising, and the strategy of fundraising is embedded in the core values, operational modes, and focus target of NGOs and as well as based upon the transparent open financial operations, the advocated activities, and the relationships between donors.
