勞動力為國家經濟建設與發展之主要人力資源,隨著失業率之高攀不下,就業服務儼然成為國家未來發展需迫切關注之問題。因此,本研究旨在進行就業服務專業人員之職能分析,透過文獻探討與專家訪談方式,瞭解就業服務專業人員職能要項之內涵,並編製成德懷術問卷,作為研究調查工具;再就業服務領域的實務界專家與學者,進行三回合德懷術調查;進行三回合德懷術調查,經三回合調查形成專家共識。本研究的主要結論為: 一、就業服務專業人員應具備之背景條件,包含「學歷」、「專業證照」、「教育程度」、「工作經歷年限」與「專業工作經驗」。 二、就業服務專業人員應具備之人格特質包括「親和力」、「勤勉審慎性」、「外向性」、「情緒穩定性」及「對新奇事物的接受程度」。 三、就業服務專業人員應具備之知識為「心理諮商與輔導」、「個案管理服務知識」、「職涯發展知識」、「就業服務知識」、「青少年發展與特質」與「法規與政策」。 四、就業服務專業人員應具備之技能為「輔導技能」、「判斷與決策技能」、「人際處理技能」與「資源連結與運用技能」。
Labor is the main human resources in economic and development of our country. As the raise of unemployment rate that employment service will be a challenge in the future. The main purpose of this study is to analysis competency of employment worker in em-ployment service. We use literature review, expert interviewing and delphi technique. After 3 rounds of delphi survey,the conclusions of the research are as follows: 1. The background of employment worker should have “major field” , “professional certificate” , “education background” , “work experience” and “professional train-ing”. 2. The personality traits of employment worker should have “agreeableness” , “assidu-ous careful” , “extraversion” , “emotional stability” and “receptivity of novel thing”. 3. The knowledge of employment worker are including “psychological counseling ” , “case manage service” , “development of career life and employment service” , “em-ployment service” , “development and traits of adolescence” and “law and policy”. 4. The skills of employment worker are including “skills of counseling” , “judgment and decision making” , “relationship management” and “comprehensive utilization”.
