國軍士官兵人事作業資訊系統探討

摘要


在國軍這個小型社會裡,國防部必須管理各項人事作業,讓每個成員各司其職,每個軍人從入伍後所要放置的職缺,並依照學歷、經歷、專長及能力,使所軍人的任用均適才適所,及建立良好的升遷管道,依照各個階級發放薪餉乃至退伍;以往國防部透過傳統人事作業模式(人工作業方式)辦理人事作業,且還要透過紙本作業傳遞及歸檔,極為浪費人力及資源;但新的時代改採透過電腦以網際網路之電子化處理模式,建立人事資料作業系統儲存了所有國軍龐大的個人資料,本研究以問卷方式訪談國軍人員在使用系統執行個人資料查詢或人事資料運用時的滿意度分析,雖然人事作業資訊系統帶來很多的便利性,但本研究可以提供潛在問題及改進方法,讓軍方單位運用在單位管理人事的使用者及資料庫管理員各項系統管理工作仍還有多方面要可以精進,雖然許多建議增加的功能受限於現行法規,如個人資料要連結民間系統,但如果修訂現行法規及國防資訊安全等相關規定,才能有效藉以革除過去種種積弊,增進作業效率,提高國軍整體形象。 透過這個研究發現國軍人事人員管理各項人事作業制度現存的問題,並考量國軍單位之特性及限制條件,使國防部的各項人事政策在各單位能順遂推動。

In the small society of the National Army, the Ministry of National Defense must manage various personnel operations, let each member perform his or her duties, and each soldier must place positions after enlisting in the army, and make all personnel according to their academic qualifications, experience, expertise, and abilities. The appointment of military personnel is suitable for their talents, and a good promotion channel has been established. Salaries and even retirements are established according to each class. In the past, the Ministry of National Defense used the traditional personnel operation mode (manual operation method) to handle personnel operations, and also passed and archived through paper operations. It is extremely wasteful of manpower and resources; however, the new era adopts the electronic processing mode of the Internet through computers and establishes a personnel information operating system to store all the huge personal data of the national army. This study uses questionnaires to interview the national army personnel using it The system performs personal data query or satisfaction analysis when using personnel data. Although the personnel operation information system brings a lot of convenience, this research can provide potential problems and improvement methods for military units to use in the unit management of personnel users There are still many aspects of system management work for database administrators that need to be improved. Although many of the proposed functions are limited by current regulations, such as personal data must be linked to private systems, if the current regulations and national defense information security are revised Regulations can be used to effectively eliminate past abuses, increase operational efficiency, and enhance the overall image of the national army. Through this research, we discovered the existing problems in the personnel management system of the national military personnel, and considered the characteristics and restrictions of the national military units, so that the personnel policies of the Ministry of National Defense can be smoothly promoted in all units.
