臺灣地區薪資對經濟之影響研究

A study of the effects of wage on the economy of Taiwan area

摘要


本研究收集台灣有關薪資之相關文獻,並針對1991–2015年之中華民國統計資訊網、勞動統計查詢網等政府資料庫進行次級資料分析,藉此探討薪資與經濟狀況變動之關係。並將薪資分為名目薪資、實質薪資兩個部分分別進行探討。 逐步迴歸結果顯示,名目薪資對外籍勞工佔就業人口比例、國內投資毛額、失業率、服務業附加價值率的檢定均達到顯著水準,且皆為正相關。實質薪資對營業盈餘佔GDP比例、服務業附加價值率、國內投資毛額的檢定均達到顯著水準,且皆為正相關。 根據實證結果,提升國內薪資水平可以提高企業獲利能力,能使服務業附加價值率成長,也能帶動國內投資金額增加。雖然有如此多正面影響,但亦可能帶來失業率、外籍勞工佔就業人口比例提高的問題。顯示雖然提高薪資能帶來諸多益處,但企業主可能不願,或無力提高薪資,或以雇用外籍勞工替代低階本地勞工,藉此提升高階核心員工薪資,從這個角度看來,台灣薪資似乎陷入進退兩難的處境。想要改善台灣薪資停滯問題,政府應健全台灣經濟體質,強化讓企業轉型的誘因,讓企業脫離以降低成本帶動成長的薄利多銷模式,增加產業附加價值,並改善所得分配,經濟所得能合理的分配給勞工。

The paper collects literature relating to the wage of Taiwan. Focusing on the information of 1991-2015 on Taiwan government’s databanks of National Statistics, Republic of China (Taiwan) and Labor Statistics Inquiry Website, the paper conducts secondary data analysis. Through this analysis, the paper explores the relationship between wage and change of economic condition. The paper conducts exploration by dividing wage into two parts: nominal wage and real wage. Stepwise regression analysis results show that nominal wage’s verification of the proportion of foreign labor to employee population, gross domestic investment, unemployment rate and value-added rate of service industry reaches a significant level, and their relationships are all of positive correlation; and real wage’s verification of the proportion of earned surplus to GDP, value-added rate of service industry and gross domestic investment reaches a significant level, and their relationships are all of positive correlation. According to empirical results, increasing domestic wage level can enhance the profitability of enterprises, raise the growth of value-added rate of service industry, and lead to increased amount of domestic investment. Despite so many positive effects, increasing domestic wage level may also be followed by the problems of high unemployment rate and high proportion of foreign labor to employee population. It shows that although increasing wage can bring about many advantages, business owners may not be able to increase wage for employees, or may simply employ foreign labor to replace the domestic low-skilled labor so as to increase the salary of high-rank core employees. As seen from the point of view, the wage of Taiwan seems to be put in a dilemma. If the problem of stagnant wage growth is to be improved, the government should make the economic system of Taiwan become sound, work on the incentives for enterprises to carry out transformation, let enterprises be detached from the model of sales at the expense of profits, which pursues growth by cost reduction, increase the added value of industries, improve the income distribution, and reasonably distribute economic profits to labor.
