臺灣重大違法吸金個案之探討

違法吸金犯罪的發生，每一案件所造成的波及影響層面是相對廣泛的，往往受害人數高達數千人以上，使之投資人無法追回被詐騙的資金，且會嚴重影響國家經濟層面與金融秩序。在過去發生的歷史案件鴻源案受害人數高達20萬人，吸金總金額高達九百五十億，對於國家經濟嚴重的影響。研究目的其一為分析吸金犯罪之特徵，其二為對於投資大眾防範宣導之建議。因此本研究方法藉由個案的探討與宏觀的統計資料做嚴謹的迴歸分析。　　在迴歸分析中所收集到的樣本資料期間為1993到2013年的21筆年頻率資料，本研究發現，M1B(月底數)對違法金融件數有顯著正相關，其代表M1B(月底數)越高則違法金融件數則越多，以及消費者物價指數具有判別違法金融件數的發生率，消費者物價指數越高則違法金融件數則越多。另外信用卡流通數、銀行存款利率與臺股加權指數是與違法金融件數則無顯著相關性。

This illegal fund raising occurred,it impact is relatively wild,thousands of victims involved,so that people cannot take back the money that investment funds ,and will damage the national economy and financial order. In Hongyuan case,the number of victims is up to 20 million people,and illegal fund-raising is around ninety-five billion NT dollars.Thus that cause a serious impact on the national economy. First research purposes for the analysis of the characteristics for illegal fund raising.The second purpose is to give investors suggestions for the prevention of illegal fund-raising.Research method used regression analysis. From the regression analysis for the sample data collected druring 1993-2013, my study found, M1B (end of month) have significant positive correlation to illegal financial number , representatives M1B (end of month) the higher the number the more illegal financial, the consumer price index has the discrimination for the incidence of illegal financial numbers, the consumer price index, the higher the number the more illegal finance events.Also the number of credit cards in circulation, bank deposit rates and TAIEX index have no significant correlation to the number of illegal financial.
