台灣基礎棒球營運歷程與管理方法之研究

摘要

台灣成棒隊拿到巴塞隆納奧運銀牌後，棒球乃台灣國球的意念因應而生。但此風潮過後卻猶如轉折點一般，棒球隊於國際比賽中再也沒有如此亮麗戰績，甚至還有衰退的跡象。成棒之根在於基礎棒球，基礎棒球營運的健全與否，實為成棒發展的重要關鍵。本研究藉由管理學理論的經驗主義來探討台灣基礎棒球隊的營運及管理模式。管理學理論認為企業要能健全運作下去，就必須做到「管理法制化」、「培養管理人」、「目標明確」、「組織正式化」、「掌握關鍵的資源」，以及「企業目的」是「創造顧客」等。本研究以高雄市營運時間最長久的五福國中基礎棒球隊為研究對象，藉由「深度訪談」方法，歸納出下列結果：一、教練管理「法制化」，不會因人、因戰績等因素而設事；二、持續培養「接班管理人」，除去「人治」因素，導至球隊無法運作，並避免運轉機制被綁架；三、管理者對球員「視如己出」，實踐「員工即顧客」的管理態度，積極「創造顧客」。但是，台灣基礎棒球隊營運、管理常會遇到「資源不穩」、「管理者的消耗」、「少子化」等三大問題。本研究亦試圖提出實務上的改善建議，供政府相關部門、學校主管單位、以及球隊管理者，做為未來經營改善之參考。

After winning the Barcelona Olympics silver medal, baseball became Taiwan’s national sport. Unfortunately, national baseball team did not obtain any bright record in international competitions ever since then. Basic baseball is the root of Taiwan’s national sport and the key factor that affects the development of adult baseball. Using experimentalism management theory, this study try to investigate the operational and management style of Taiwan basic baseball team. According to the theory, an organization can maintain robust by legalization, cultivating successors, setting clear goals, organizational formalization, maintaining the key resources, and creating customer. This study takes the Wu-Fu junior high school baseball team, the oldest one in Kaohsiung city, as research sample. By in-depth interviews, following results are obtained; (1) management should be legalization, (2) cultivating successors, (3) treating staff like family member. Currently, Taiwan basic baseball team is suffered by reducing resource, successors outflow, and low-birth rate. To solve these problems, this study also provides some managerial suggestions for governors, school supervisors, and baseball team managers.
