為因應海洋事務統合性的治理需要,行政院於107年4月在高雄成立新的2級機關「海洋委員會」,並將海巡署將改隸為海洋委員會所屬機關。而海巡的實際工作包羅萬象,專業的執勤素養對海巡人員十分重要,專業知識的汲取與充實乃當務之急。如何提升海巡同仁本職學能,除仰賴各項專業訓練,更應著眼於平日人員訓練之落實。 數位學習是透過網際網路或機構內部網路工具學習,具有成本低、效率高與便利佳等特性。現行海巡常年訓練採係傳統的各駐地人員集中,授課者與學習者面對面的上課方式,倘若可結合數位學習方式辦理,對勤務人力的掌控及調度運用將會更具有彈性,並可提升人員參與的意願。 本研究目的在瞭解海巡人員適用數位學習之能力,以及對常訓應用數位學習之參與意願,現行機關是否具備以數位學習進行常訓之條件,並藉以瞭解數位學習應用於海巡人員常年訓練之可行性。
In response to the need for the integration of ocean affairs, the Executive Yuan established a new level 2 agency "Ocean Committee" in Kaohsiung in April, 107, and will be reorganized as the agency of the Marine Commission. The actual work of the sea patrol is all-encompassing. Professional literacy is very important for the sea patrol personnel. The acquisition and enrichment of professional knowledge is a top priority. How to improve the self-study ability of the sea patrol colleagues, in addition to relying on various professional training, should focus on the implementation of the staff training on weekdays. Digital learning is learned through the Internet or in-house networking tools, with low cost, high efficiency and convenience. The current annual survey of sea patrols is concentrated in the traditional resident personnel. The classmates face-to-face with the learners. If they can be combined with the digital learning method, the control and dispatching of the service manpower will be more flexible and enhance the staff. Willingness to participate. The purpose of this study is to understand the ability of sea patrol personnel to apply digital learning, and the willingness to participate in digital training for routine training. Does the current institution have the conditions for digital training to conduct regular training, and to understand the application of digital learning to the annual training of sea patrol personnel? Feasibility.
