營區智慧型手機管制規定與使用行為研究

近年來因資訊媒體及社群網路平台的普及化，許多人喜歡使用智慧型手機在社群軟體分享自己的一些生活記事及拍照打卡。為了防止洩密及資安違規事件發生，我國採禁止官兵攜帶智慧型手機方式去管制，但隨著時代的進步，智慧型手機開放的聲浪也開始獲得了重視，對此國防部除了重新訂定相關管制規定外，同時開發了自有的手機管制程式(MDM)，並要求全體官兵需安裝此程式始可攜入營區。本研究從國軍歷年營區手機使用管理規定及各項資案通報等文獻資料中，以內容分析法彙整有關國軍營區智慧型手機使用違例事件，以及各項使用管理規定為基礎，再輔以質化深度訪談研究，透由受訪者訪談中獲得的資料，探究管理者與使用者對於現行規定與做法，加以歸納分析並據以提出建議。研究結果指出，一、MDM解鎖功能的不便利性，間接導致了官兵使用的意願性。二、大門門禁的檢查制度不落實，可能會讓有心人士有機可趁。三、建立官兵自律性及團體榮譽心，可降低人員違規風險。四、應建立因應智慧型手機系統升級對MDM造成影響的風險應對做法。五、法規的修訂，須能接納基層使用者的想法來作為修正的方向，才能達到相互理解。此外本研究亦針對修訂規定及實施作法提出建議供相關權責單位作為參考。

In recent years, in response to the popularization of information media and social networking platforms, many people like to use smartphones to share some of their life notes and photos on social networking platforms. In order to prevent leaks and information security violations, our army adopts the method of prohibiting officers and soldiers from carrying smart phones to control. But with the progress of the times, the voice of smartphone opening has also begun to gain attention. In response to this, the Ministry of National Defense has not only revised relevant control regulations, but also developed its own Mobile Device Management (MDM), and required all officers and soldiers to install this program before they can carry it into the camp. This research is based on the military camps’ mobile phone use management regulations and various capital case notifications and other documents, and uses content analysis to summarize the relevant violations of smart phone use in the military camp, as well as various use management regulations, supplemented by Qualitative in-depth interview research, through the information obtained from interviews with interviewees, explores the current regulations and practices of managers and users, summarizes and analyzes them, and makes recommendations based on them. The research findings point to the following conclusions: 1.The inconvenience of MDM unlocking function indirectly leads to the willingness of officers and soldiers to use it. 2.Failure to implement the inspection system for gates may give interested people a chance. 3.Establishing the self-discipline of officers and soldiers and the sense of group honor can reduce the risk of personnel violations. 4.A risk response approach should be established in response to the impact of smartphone system upgrades on MDM. 5.The revision of laws and regulations must be able to accept the ideas of grassroots users as the direction of revision in order to achieve mutual understanding. In addition, this research also puts forward suggestions for the revision of regulations and implementation practices for reference by relevant authorities.
