摘要


本論文探討募兵制對海軍志願役士兵留任影響之研究-以海軍基隆級軍艦為例,2007年馬英九公佈國防白皮書時,公開承諾希望在4到6年內實現全募兵制;而2012大選前,為配合馬英九提出「國防轉型」施政願景,2011年12月《兵役法》修正條文三讀通過,國軍從「募徵兵併行制」,轉型到「募兵制」,繼2013年9月宣佈原規劃2014年底實現全募兵制的時程無法達成後,國防部在25日晚間宣佈,原預計在2016年底達成全募兵制目標,並於今年底前進行義務役最後一次徵召的時間表,因志願役士兵人數不足確定延後,募兵制政見確定二度跳票,然而對於媒體以「全募兵制跳票」報導此一進展,總統府發言人澄清表示,現行兵制是募兵制,並可稱為募徵兵併行制,但不是全募兵制。 本研究選擇海軍一六八艦隊海軍蘇澳軍艦自二○一五年人才招募至二○一七年)間之志願役士兵狀況進行次級資料分析,再依志願役士兵「代表類群」擇定六人進行訪談,探討人才招募成因、不同階級對於選擇從軍及班隊等問題,本研究結果指出: 一、 國軍單位任務屬性單純者,較不易產生退場機制。 二、 職務(階級)高低與選擇退伍(服役年限)為正相關。 三、 「戰鬥部隊」類人員,應提高戰鬥勤務加給。 四、 人員福利待遇權益保障與人事行政人員服務面向息息相關。

This paper explores the influence of recruiting on the retention of naval volunteer soldiers. In the case of naval Keelung warships, Ma Ying-jeou published the defense white paper in 2007, publicly promised to realize the full costing system in 4 to 6 years. Before the 2012 election, Ma Ying-jeou put forward the policy of "national defense transformation". In December 2011, the revised provisions of the Military Service Law were passed by the National Army from the "Recruitment Recruitment System" to the "recruitment system", and the original plan was announced in September 2013. And then for the results of the former study, put forward the relevant recommendations.
