梓官地區發展策略指標建立評估之研究
Research on the Establishment and Evaluation of Development Index of Azalea Area
摘要
台灣高科技產品雖然在世界發光，但台灣亦擁有相當豐富之漁業產業、漁村文化及自然景觀資源，具代表性的漁業特別產品除了台灣鯛，首推就是烏魚子。台灣擁有400年的烏魚文化，烏魚更是高雄市梓官區每年重要漁獲之一，梓官不僅漁產豐富，該地區之援中港濕地，則以沿海養殖漁塭和潮溝的紅樹林為主。 本研究主要是將以產業、觀光發展等為主體的梓官地區，擴大其經營層面及深度，提升至產業經濟、群族文化特色等多元政策目標，使該地區形象達到永續發展之目的，輔以加入市場競爭與導向為考量，去探討及規劃其發展的方向。 另探討地方政府投入資源是否對於地方傳統產業發展具有經濟、文化發展之助益，並提出差異比較及建議，以德菲法及分析層級程序法AHP分析梓官地方永續發展的關鍵因素，再加入評估各指標之相對權重，根據分析結果配合專家學者意見，提出梓官地區永續發展規劃相關政策。 在三大構面中可得知「整體經濟面向」構面(0.4402)為最高，其次為「社會環境」構面(0.2802)，最後為「文化觀光」構面(0.2795)。表示專家在梓官地區發展策略成效評估指標選擇中，以「整體經濟面向」為最高考量的重要因素，其次才是「社會環境」，最後才會是「文化觀光」。 在「整體經濟面向」這個構面可得知「經濟效益」(0.44117)的第一重要性會影響梓官發展策略成效評估指標，第二為「產業關聯效益」(0.2777)、第三為「觀光客滿意度」(0.1779)考量，最後為「財務規劃」(0.1326)。 在「文化觀光」構面中可得知「文化獨特性」(0.44271)為第一重要優先考量，其次為「文化多樣性」(0.35088)，最後為「宗教文化」(0.20641)。 在「社會環境」構面中可得知「行銷推廣」(0.4117)為重要優先考量，其次為「交通開發」(0.2777)與「地方認同感」(0.1779)，最後為「軟硬體設備」(0.1326)。 本研究結果將能提供地方政府及產業瞭解各項梓官地區發展策略指標建立評估之研究，以作為未來地方政府相關部門推廣梓官地區發展評估之研究決策參考，期能提高並充分發揮地方特色資源，同時深耕在地文化之效益。

The high-tech products from Taiwan shine in the world. But Taiwan possesses quite rich fishery, fish village culture and natural sightseeing resources. In addition to “Taiwan tilapia”, “mullet roe” is regarded as the foremost representative fishing products. Mullet culture has been existing in Taiwan for 400 years, and it is even more essential annually catch in Ziguan district. In Ziguan, there are not only rich fish products, but also fish farming and mangrove at “Yuanjhong Harbor Wetland”. This research mainly put emphasis on Ziguan district in which develop fishery and sightseeing. To probe and plan the evolutionary orientation by expanding operating layers and depths, promoting multiple policies of industry economy and races’ culture, the goal of uninterrupted development of figure and adding in market competition as well as consideration of orientation. To propose contrasts and suggests by investigating the resource from local government is helpful to economy and culture development of traditional industry or not. And utilize “Delphi technique” as well as “AHP” to analyze the key factor for uninterrupted development in Ziguan district. After that, to propose policies about plans of uninterrupted development which consist of suggestions from experts and the conclusion from analysis of each quota. By three aspects, revealing the highest aspect is “Whole Economy”(0.4402), the second one “Society Circumstances”(0.2802), and the last one “Culture Sightseeing”(0.2795). It means, on developing policies evaluations, experts think “Whole Economy” as the most important considering factor, then “Society Circumstances” and last “Culture Sightseeing”. On “Whole Economy”, revealing “Economy Benefit”(0.44117) is the first indicator to influence the developing policies evaluations. Then “Industry Correlative Benefit”(0.2777) and “Tourist’s Satisfactions” (0.1779) ,the last “Financial Plan”(0.1326). On “Culture Sightseeing”, revealing “Culture Unique”(0.44271) is the first consideration. Then “Culture Multiples”(0.35088), the last “Religion Culture”(0.20641) On “Society Circumstances”, revealing “Selling Spread”(0.4117) is the first consideration. Then “Traffic Exploit”(0.2777) and “Local Endorser”(0.1779), the last “Equipment”(0.1326). The Conclusion of developing policies evaluations in Ziguan district will provide the local government and industry to know the research. And it will be the reference of promoting the development in Ziguan. Hope to fully utilize local resources and deeply plow benefit of local culture.
