新冠肺炎對台灣生技產業經營效率影響之研究

摘要

2019年底COVID-19疫情爆發，全球經濟受到巨大衝擊，也凸顯出生技產業的重要性。COVID-19疫情對於台灣生技產業的經營效率有何影響，業者如何因應，以維持其競爭力，是一個重要的議題。本研究蒐集2017年第四季至2021年第三季共16季之資料，以二階段網路差額變量資料包絡分析模式，分別探討化學工業、醫療耗材及生技醫療業上市櫃公司的獲利力和市場力。研究結果顯示，化學工業、醫療耗材及生技醫療上市櫃公司，在獲利力與市場力效率呈現極大的差距。大部分的公司皆處於低獲利力、低市場力，尤其以生技醫療業的差距最為明顯。此外，化學工業公司在疫情後獲利力效率較疫情前高，市場力效率則無明顯差異；醫療耗材公司在疫情前、後獲利力效率無明顯差異，市場力效率則較疫情前高；生技醫療公司在疫情前、後獲利力效率無明顯差異，市場力效率則是在2021年第一季時有大幅度的成長。根據研究結果，本研究亦提出具體建議，供相關業者參考。

The COVID-19 pandemic broke out at the end of 2019. Global economy has been impacted hugely. It also highlights the importance of the biotechnology industry. How has the COVID-19 outbreak affected the operating efficiency of Taiwan's biotech industry, and how can the industry respond to maintain its competitiveness is an important issue. This study collects 16 quarters of data from the fourth quarter of 2017 to the third quarter of 2021, and uses a two-stage slack-based measure network data envelopment analysis (SBM-NDEA) model to explore the profitability and marketability of listed companies in the chemical industry, medical consumables, and biotechnology medical industries. The research results show that the chemical industry, medical consumables and biotechnology medical listed companies show a huge gap between profitability and marketability efficiency. Most of the companies are in low profitability and low marketability, especially in the biotechnology medical industry. In addition, chemical industry companies have higher profitability efficiency after the epidemic than before the epidemic, but there is no significant difference in marketability efficiency; medical consumables companies have no significant difference in profitability efficiency before and after the epidemic, and marketability efficiency is higher than before the epidemic; There was no significant difference in profitability efficiency of biotechnology medical companies before and after the epidemic, while marketability efficiency increased significantly in the first quarter of 2021. Based on the research results, this research also provides specific suggestions for the reference of relevant industry.
