電子公文系統滿意度及節能減碳成效之研究– 以海巡署東南沙分署為例

摘要

「電子化政府」在世界上許多國家形成潮流，也被視為提升國家競爭力及增進政府運作效能的重要政策。海巡署為配合行政院公文電子化之要求，以符合節能減碳政策目標。然而，機關公文電子化推行迄今，相關的研究頗多，然大多以公文電子簽章、檔案管理名詞彙編及認證機制、安全性評估等內容為主，但尚未有針對公文電子化與單位「節能減碳」成效關係進行深入探討的研究。因此，本論文以海巡署東南沙分署為研究對象，針對幕僚作業公文處理流程、系統操作之滿意度與節能減碳成效進行研究，深入探討三者之間的相關性。
本研究採編製研究問卷，共回收176份有效問卷。研究結果發現: 受測人員多數為軍職，相對服從性較高，在公文系統的使用及業務推展上能取得平衡點；另外學歷方面均為高中以上學歷，且年資大多為3年，屬於較資淺族群，相對的對於資訊設備使用上，也有一定的水準，能很快進入狀況，迅速習得相關技能。在節能減碳成效構面中，亦是大多數人都可接受之選項，不因此造成不便及困擾，無論是男、女受測者或軍職、警職及文職人員，大家都有節能減碳基本認知。

"Electronic government" has formed a trend in many countries in the world, and it is also regarded as an important policy to enhance national competitiveness and improve government operation efficiency. In order to meet the requirements of the Executive electronic documents, the Coast Guard has also established a complete operating mechanism to improve the efficiency of the agency's document and file operations. The "energy saving and carbon reduction" policy goal of reducing paper and reducing the amount of official documents of the Coast Guard. However, so far, there have been a lot of related studies on the implementation of electronic official documents, but most of them focus on electronic signatures for official documents, file management terminology compilation and certification mechanism, and safety assessment. An in-depth study on the relationship between carbon reduction and effectiveness is necessary. Therefore, this paper takes the Dongsha-Nansha Branch of the Coast Guard as the research object, and studies the process of official document processing, the satisfaction of system operation and the effect of energy saving and carbon reduction, and deeply explores the correlation between the three.
In this study, a research questionnaire was compiled to investigate the effect of electronic official document energy saving and carbon reduction and related research on system satisfaction with the use of the system. Based on the work of the staff of the Coast Guard's Dongsha-Nansha Branch, the differences in official document processing operations and the effect of energy saving and carbon reduction, for the electronic official document system After the implementation, the optimization analysis of colleagues' office speed, operation time and official document verification, and then through this system to further study and analyze the effect of energy saving and carbon reduction, taking external cost as a consideration, analyze the increase and decrease of photocopying paper and the reduction of monthly electricity bill, clarify the above The contribution of the system to global warming can be used to obtain a reference for subsequent optimization.
The fourth-level agency of the Coast Guard Department of the Oceanographic Commission - Dongsha-Nansha Branch is the research object. The internal members include three types of personnel, including military, police and civilian. Through multiple members, the operation and application of the official document system can be more clearly understood. Whether it is good or bad, it needs to be improved.
