導入職業安全衛生管理系統ISO 45001之研究-以某軍工廠為例

摘要

國際標準組織有鑑於ISO 14001及 ISO 9001在全球環境及品質方面打造的輝煌表現，於2018年3月12日正式公告職業安全衛生管理系統新標準ISO 45001，讓企業來遵循，並配合國際認證論壇組織(IAF)，將原取得OHSAS 18001驗證企業將有三年的新版轉換期。本研究藉由探討個案研究工廠即將轉換至新版管理系統，在轉換過程中所面臨之差異性。
該個案單位已通過職業安全衛生管理系統OHSAS 18001及臺灣職業安全衛生管理系統TOSHMS，並規劃於2020年底前完成系統轉換作業；本研究根據ISO 45001、OHSAS 18001及TOSHMS管理系統運作模式及條文內容進行文獻探討及差異分析，再與個案研究工廠為例進行比較，根據結果與個案研究工廠現行管理系統運作模式進行比較，進而瞭解目前所欠缺之項目，並配合相關法規及單位特性，提出改善措施建議。
根據文獻探討結果顯示，個案研究工廠面臨管理系統OHSAS 18001轉換為ISO 45001並無重大影響，僅有部分手冊或程序書需要新增或修改，係因該廠已於2018年通過ISO 9001：2015年版轉版驗證作業，已於「品質暨環安衛手冊」中新增了「內外議題風險與機會」、「利害相關者要求事項風險與機會」及「守規性義務風險與機會」等相關議題，最後，根據ISO 45001條文進行對照，個案研究工廠現行「品質暨環安衛手冊」及相關程序書僅需完成條文修正、人員教育訓練及針對「內外議題風險與機會」、「利害相關者要求事項風險與機會」及「守規性義務風險與機會」等納入職安衛方面考量，並新增外包管理即可。

The International Standards Organization (ISO) has achieved a brilliant performance in the global environment and quality in view of ISO 14001 and ISO 9001. New standard of oc-cupational safety and health management system ISO 45001 officially announced on March 12, 2018. Enterprises, corporations and companies are able to follow and cooperate with the International Accreditation Forum (IAF) and OHSAS 18001 verificated enterprises have a three-year conversion period. In this study, a military plant has been taken as a case study to explore the differences before and after the implementation.
The case study unit has passed the occupational safety and health management system OHSAS 18001 and the Taiwan Occupational Safety and Health Management System TOSHMS, and plans to complete the system conversion operation before the end of 2020. Based on literature review mehod, the ISO 45001, OHSAS 18001 and TOSHMS manage-ment system operation mode and provisions have been analyzed the differences. Compari-sons in the case study unit demonstrated that the results and the current management system operation mode were required to improve and propose several suggestions in accordance with relevant regulations and unit characteristics.
According to literature reviews, the case study unit has no significant impact on the conversion of the management system OHSAS 18001 to ISO 45001. Only some manuals or procedures need to be added or modified because the factory has passed the ISO 9001:2015 version in 2018. Several issues, such as "related risks and opportunities for internal and ex-ternal issues", "risk and opportunities for stakeholders' requirements" and "constraints and risks of compliance obligations" have been added into the "Quality and Environmental Safe-ty and Health Manual", the "Quality and Environmental Safety and Safety Manual". Accord-ing to the provisions of ISO 45001, the current "Quality and Environmental Safety and Safe-ty Manual" and related procedures of the factory only need to complete the amendments to the provisions and the "risks and opportunities for internal and external issues", "risks and opportunities for stakeholder requirements" and "keeping". The risk and opportunity of regu-latory obligations are included in the occupational safety and health aspects, and the addi-tional outsourcing package management can be added.
