本研究動機嘗試探索2008年完成之紅毛港遷村計畫的經驗教訓。研究目的,在於分析紅毛港遷村的政策網絡,安置計畫內容和議題變遷。本研究應用政策網絡理論,社會網絡分析法,從高雄市政府紅毛港遷村策委會的歷次會議記錄當中,試圖找出政策網絡當中的節點和結構組成,歸納遷村之成功要素。 研究發現遷村的成功要素為:長達38年的遷村歷程,住戶世代交替,年輕世代也已遷出社區,在2004年的金融海嘯背景下,促成遷村戶願意參與政策網絡治理,以解決遷村課題。最後,安置計畫當中的多元配套選擇方案,提供多元選擇誘因發揮臨門一腳,推動遷村戶進入公共選擇賽局,在紅毛港遷村策委會的政策網絡治理下,完成爭議多年的遷村計畫。紅毛港遷村計畫重視生存權、居住權與財產權的作法,這些經驗教訓可提供當前土地徵收,區段徵收,面對抗爭反省參考,研究成果可以提供政府未來施政決策參考。
The motivation of this study attempts to explore the lessons of Orang port village relocation plan completed in 2008. The purpose of this study is to analyze the Orang port village relocation policies networks, changes on placement plan contents and topics. In this study, applied the policy network theory and social network analysis, by means of previous records of Orang port village migration steering committee of Kaohsiung city government, trying to figure out the network nodes and policy structures, summarized the successful key factors of village relocations plan. The study found village relocation successful key factors are: the village relocation process proceeded for 38-years long, generation transformation of households, the younger generations had moved out of the community, and the background of the financial crisis in 2004 affect the village households willing to participate in the policy network governance to solve village relocation issues. Finally, the diverse complementary resettlement plan options, providing multiple choices incentives to play the roles of finishing touches, pushing the village households to move into the game of public choice innings, completed village relocation plan and terminate the controversy for many years under policy governance of Orang port village migration steering committee in Kaohsiung city government. Orang harbor village relocation plan pay attention to the rights for survival, residence and property practices, these lessons could provide current land expropriation, zone expropriation practices, on facing with protests for introspection as references, the research findings is expected to provide references for administration and policy making in the future.
