From the importance of HRM at The Investment and Development Fund of Vinh Long province, I decided to select the topic: “Building Strategies to improve the quality of human resources in the Investment and Development Fund of Vinh Long province”. By choosing qualitative research method: analysis and synthesis secondary data in direction of systematic approaching. Beside that, the thesis use materials from professional journals, science researches in field of human managerment, statistical analysised by SPSS and SWOT model. This essay shows that human resource management operation of Development Investment Fund at the present time is fairly good. The Fund built relatively decent and professional system of human resource management from organizational structure to capacity of departments and clear, specific workflow. Besides the advantages above, human resource management of the Fund, however, exists the shortcomings to adjust and supplement, as follows: Human Resource Planning, recruitment, training, personnel evaluation, salary regulations, bonus regulations, policy to retain talents; is only performed yearly on business plan and has not made long-term plan. In future (2014 - 2018), the Fund may organize to become a one member limited liability company, which is reason for the Fund to attach special importance to and is prior to human resource management and development. Based on economic integration of the country, orientation of Vinh Long Development Investment Fund, analysis and evaluation of actual human resource use and business expansion task in the future, the essay has built improvement strategy of human resource quality of Development Investment Fund in 2014 - 2018 with clear and specific orientations and targets and the following 11 major solutions: Building management mechanism; Identifying needs on labor; Recruitment; Use of labor; Organization and arrangement of working places; Employee planning; Connection between training and business; Personnel evaluation; Salary policies; Bonus policies; Policy to retain talent. The 11 above solutions are basic and useful contributions and are topical on theory and practice to perform improvement strategy of human resource quality of Vinh Long Development Investment Fund in 2014 - 2018.
