年金改革制度對志願役士官留營意願之影響-以某飛機維修單位為例

摘要


本研究係於2018年6月立法院所通過的軍人年金改革背景下,採質性研究方式,以我國南部某飛機修護單位現役志願役士官為研究對象,以8個修護所別單位隨機抽樣16員志願役士官,透過訪談方式探討新的年金改革版本對其留營意願之影響,並分析留營意願實際因素,研究結果發現: 一、本研究抽訪中的志願役士官,大部分對新的年金改革條文只瞭解局部,並非完全認識清楚。 二、年金改革對現職志願役士官之留營意願具正向關係,但仍需進一步驗證其對留營決策之影響大小。 三、本研究顯示留營原因為個人多重考量因素,例如經濟因素、家庭因素、工作環境滿意度等,年金政策之變化雖有影響,但非直接因素。 四、最令所有訪談者最不願意留營的是工作上滿意度的問題,所提出的具體建議為升遷職務擴編、調整上級督導機制、增加未來就業輔導、協助證照獲得、減少與飛機修護無關的雜事、改善長官領導風格與工作氣氛。 五、最讓人想要留營的大部分實際因素是經濟上的考量,所提出的具體建議為加薪(加給、獎金)、每年調整加薪比例及增加福利補助。

This research is based on the military pension reform adopted by the Legislative Yuan in June 2018, and the research method of qualitative research is based on the active volunteers of an aircraft maintenance unit in southern Taiwan area. The units are randomly selected from 8 repairing units. A sample of 16 volunteers is interviewed to survey the impact of the new pension reform version on their willingness to stay, and analyze the actual factors of willingness to continuously serve the army. The study found that: 1. Most of the volunteers in the study interviewed were only partially aware of the new pension reform provisions, and they did not fully understand them. 2. The pension reform has a positive relationship with the willingness of the current volunteers to serve army, it is required more quantitative study to confirm the relationship. 3. This study shows that the reason for staying in the army is individual multiple considerations, such as economic factors, family factors, work environment satisfaction, etc. Although the policy changes in the pension have impacts, but not the direct factors. 4. Most unwilling to stay in the interviews is the question of job satisfaction. The specific suggestions are to expand the promotion, adjust the superior supervision mechanism, increase future employment counseling, assist in obtaining certificates, and reduce the chores unrelated with aircraft maintenance, improving the leadership style and working atmosphere of the executive. 5. Most practical factor that most people want to stay in is economic consideration. The specific recommendations are salary increases (additions, bonuses), annual adjustments to salary increases, and welfare benefits.
