薪酬制度與福利對國軍留營意願之探討

摘要


為了募集更多高素質及意願高的人力加入,以建構專業化的優質國軍,進而改善軍事訓練役役期短不符合訓練成本的情況,國軍已完成全募兵制政策。而為了維持國防戰力,需善用國防資源於招募及訓練人才上,才能有效的完成專業訓練,以建構量小、質精、戰力強的專業化部隊,因此人才的留用更是首要工作。故本研究目的為探討國軍現行薪酬制度與福利對官兵留營意願之影響,並以中部地區憲兵隊官兵為研究對象進行調查,本研究總計發出200份問卷。研究成果如下:一、薪酬制度對留營意願有顯著影響。二、福利對留營意願有顯著影響。最後針對研究結果提出以下幾點建議:一、不定時檢討薪資與福利,盡速完成年金改革與公布。二、擴大推行公餘進修及證照培訓,深入瞭解其成效與窒礙。三、爭取預算改善基層生活設施,營造良好服役環境。

In order to recruit more high quality and the willingness of the manpower to build a professional optimization of the national army, and thus improve the short duration of military training and does not meet training costs, the national army has completed the full recruitment system policy. Thus, to maintain the strength of national defense force, it is necessary to make good use of national defense resources for recruiting and training talents in order to effectively complete professional training and to build a specialized force that is small and qualitative, and has strong combat power so the retention of talents is the primary job. Therefore, the purpose of this study is to investigate the impact of the current salary system and welfare for the army retention. This study is based on the investigation of the gendarmerie in the central region. A total of 200 questionnaires were issued in this study. The study results are as follows: First, salary system has a significant impact on army retention. Second, welfare has a significant impact on army retention. Finally, the following suggestions are proposed for the study results: First, review the salary system and welfare from time to time, and complete the annuity reform and announcement as soon as possible. Second, expand the implementation of working training, certification training, and in-depth understanding of its effectiveness and obstacles. Third, strive for a budget to improve grassroots living facilities and create a good service environment.
