由於國軍新一代兵力武器裝備的現代化專業技術需要,及因應「精粹案」規劃,現行後勤體制與組織架構將全面檢討。整合軍方與民間資源資訊,建構符合現代作業之後勤管理機制,使得國軍防衛作戰任務能有效達成並使後勤作業效率得以提升。 國防資源釋商政策結合「全募兵制」規劃,為降低人員維持成本,後勤工作已漸次開放採外包方式委民間執行;國軍為解決勞務委外、商維、軍售等眾多影響,運用專案管理知識,整合國軍教育單位能量,以科學化務實的思維,規劃人力發展與培養契約人才,使後勤委外工作得以順利推展,以保障國軍戰力維持。因應組織調整,期許配合國內產業意願,後勤工作以支援作戰為導向,導入效益後勤策略,建立長期支援機制與關係,以提供後勤支援,有效降低成本及人力需求。 依據海軍現行艦艇修護模式,分析整艦、裝備系統、物料三方面與商維之關係,以做為海軍艦艇維修政策商維選擇與執行範圍之發展方向。依簡單多樣性評分技術(Simple Multi-Attribute Rating Technique)理論評選出最適之執行方案,此方案可對海軍修護政策有所助益,未來在有限之人力下可以維持艦艇高妥善率、滿足作戰部隊用兵需求。
In need of modern professional techniques by new generation military weapons and equipment, the current logistic system and organization structure will be reviewed. Integration of military and civilian resources to build a modern logistical management system is a mean to improve the operation efficiency and to achieve the defense mission of military. In order to reduce personnel maintain cost under the policy of combination of national defense privatization and mercenary plan, the logistic work has gradually adopted outsourcing to civilian. For solving many affecting factors like labor outsourcing, business maintenance, arm sales and etc., the knowledge of project management is adopted to integrate the energy of military educational unit. With scientific and pragmatic thinking to plan the manpower development and train the contract personnel, the logistics outsourcing work can be carried out smoothly. In response to the organization adjustment, the willingness of domestic industry is expected to introduce the performance based logistics to build the long-term supported relationship to reduce the cost and the demand of manpower. According to current maintenance model of Navy ship, we analyze the relationship among the whole ship, equipment systems, parts and business maintenance. It can be used as the development direction about the strategic contractor of navy ship maintenance. The Simple Multi-Attribute Rating Technique theory is adopted to select the most suitable case which can make a great profit on navy maintenance policy. In the future, with the limited manpower, we can maintain a high rate of ships availability and satisfy the needs of combat troops.
