超輕型載具飛安事故與人為因素之研究

摘要


超輕型載具(又名輕航機)自民國74年引進台灣後,航空休閒產業興起,捲起一股飛行熱潮。但由於早期無明確的法規管控,且主管機關人力的不足,飛行活動團體又無法有效的自我管理,因而導致違規與飛安事故接連不斷。 本研究以探討「超輕型載具飛安事故與人為因素」的相關性為目標,藉由「文獻分析法」蒐集相關文獻及報告做為訪談之大綱,並以「專家訪談」方式針對國內超輕型載具飛行人員「專業訓練」、「操作程序」、「通訊問題」及「心理與外顯因素」等四個構面做為訪談內容,邀請專家學者進行訪談,實際瞭解現今國內超輕型載具人員管理與飛行訓練是否有效提升飛行安全,並以「內容分析法」分析訪談之內容,提出改善建議供相關主管單位及飛行團體做為參考。 研究顯示,超輕型載具飛安事故與人為因素緊密相關。杜絕飛安事故的再度發生,是全球飛行界努力的目標,讓人們在飛行中享有真正的娛樂與安全。本研究所提之四個面向探討所得:透過專業的飛行訓練、使用真實情境作為培訓課程內容,提升飛行員自我素養及自我檢視與管理,可減少國內超輕型載具事故的發生。

Ultra-light vehicles (commonly known as light aircraft) were introduced to Taiwan in 1985. Since then, the rise of the domestic aviation leisure industry has been causing a great flying boom. However, the lack of clear regulations in the early stage, insufficient manpower in the administering authority, and inefficient self-management in the flight groups have been resulted in constantly breaking violations and inducing flight safety accidents. The aim of this research is to investigate ultra-light vehicle’s flight accidents caused by human factors. A series of comprehensive methods are conducted in this research, namely, the "document analysis method" is employed to collect relevant literature, documents and reports in flight accidents, and the "expert interview method" is applied to reveal the human factors by domestic ultralight vehicles pilots. The content of in-depth interview has been proposed to the four concepts related to human factors of light aircraft pilots, professional training, operating procedures, communication problems and psychological and external factors. Invited experts and scholars would be inducted to discuss the management in current domestic ultralight vehicle pilots. The "content analysis method" is adopted to analyze the interviewee’s perceptions and viewpoints. The results are able to raise up suggestions and improvements for reference to relevant authorities and flight groups. Preliminary reports shown that flight accidents have been closely linked to human factors. To prevent the recurrence of flight accidents in future is the goal of aviation all over the world. People can safely enjoy the entire entertainment in the aviation activities. The results of the four aspects of this research: through professional flight training, using scenario-based training content, improving self-quality and self-management ability, can be reduced the occurrence of domestic ultra-light vehicle accidents.
