臺中市休閒型自行車道維護管理策略之研究– 高美自行車道及臺中市136線自行車道為例

摘要

因應政府推崇減量、環保與節能，自行車這項綠色交通漸漸
成為了民眾提升健康及紓解壓力的休閒工具，在自行車被大力推
廣之下，自行車道環境品質也逐漸受到重視，使得維護管理不容
忽視。
本研究探討高美自行車道及臺中市136 線自行車道維護管理
策略，研究目的為1.探討一般騎士及專業騎士對自行車道環境品
質重要度及滿意度之差異。2.探討不同類型自行車道維護管理策
略之差異。3.以重要性-表現分析法（IPA）提出改善自行車道環
境品質之建議。
研究結果顯示高美自行車道使用者以一般騎士為主。一般騎
士及專業騎士皆認為「安全性」最重要；一般騎士及專業騎士對
於「整體環境」最滿意。IPA 分析結果顯示高美自行車道需優先
改善的項目為安全性的「鋪面平整度」、連續性的「路線路網資訊」
及服務設施的「補給設施」。
臺中市136 線自行車道使用者以專業騎士為主。一般騎士及
專業騎士認為「安全性」最重要；一般騎士及專業騎士皆對於「連
續性」最滿意。IPA 分析結果顯示臺中市136 線自行車道需優先
改善的項目為安全性的「鋪面平整度」及整體環境的「車種無違
規使用」。

In response to the government's praise for quantity reduction, environmental protection and energy conservation, bicycles as a green transportation become a leisure tool for people to improve their health and relieve pressure. With the promotion of bicycles, the environmental quality of bikeways has gradually received attention, making management can’t be ignored.
The purpose of this study is 1.to investigate the differences between importance and satisfaction of general riders and professional riders on environmental quality of Gaomei and 136 Lines bikeways. 2. To explore the different types of bikeway management strategies. 3. Importance - Performance Analysis (IPA) propose suggestions for improving the environmental quality of bikeways.
The results show that the general rider is the majority users of Gaomei bikeway. General riders and professional riders regard "safety" is the most important; General riders satisfied with "safety" but professional riders satisfied with " environment". The results of IPA analysis showed that the Gaomei bikeways should be improvement prioritization are safety " pavement evenness ", "route network information", and "supply facilities" of service facilities.
The users of 136 line bikeway are professional riders. General riders thinks "continuity" is the most important but professional ridrers thinks "safety" is the most important, general riders and professional riders are most satisfied with "continuity". IPA analysis results show that the priority improvement of the bikeway of line 136 is the safety of "bikeway width" and " pavement evenness ", and the environment of "no illegal use of vehicles".
