土木營建實驗室ISO認證公信力與實驗室管理之影響 案例研究

工程品質提升，是你我大家共同關心之議題，尤其是公共工程施工品質，最為社會大眾所關切，然而工程品質之好壞，除了現場施工要求及工程師之專業能力與良心外，往往於工程驗收階段，必須依靠材料之檢驗輔以工程品質之保證，進而材料試驗之公信力負有一定之責任。由於實驗室為求生存與競爭，對於試驗品質大大的降低(例如未執行試驗過程出具試驗結果、試驗工作簡化、調換測試件等情事發生)，造成實驗室所出具之試驗報告品質受到質疑，相對ISO/IEC 17025認可實驗室之公信力受到社會大眾之質疑與影響。因此，本論文研究針對ISO/IEC 17025認證實驗室之公信力與實驗室管理之研究探討，做進一步之瞭解，以研究ISO/IEC 17025認可實驗室之公信力與實驗室經營所面臨之困境，期盼能提昇ISO/IEC 17025認可實驗室之公信力，使權責機關及社會大眾多認識與瞭解並接受ISO/IEC 17025認可之實驗室，進一步提昇國內工程品質及盡社會之責。

The improvement of engineering quality is a topic of common concern to you and me, especially the quality of public works construction, which is of the utmost concern to the public. However, in addition to the on-site construction requirements and the professional competence and conscience of engineers, it is often accepted in engineering. At the stage, it is necessary to rely on the inspection of materials and the guarantee of engineering quality, and then the credibility of material testing has a certain responsibility. Due to the survival and competition of the laboratory, the quality of the test is greatly reduced (for example, the test results are not executed during the test, the test work is simplified, and the test pieces are exchanged), which causes the quality of the test report issued by the laboratory to be questioned. The credibility of ISO/IEC 17025 accredited laboratories has been questioned and influenced by the public. Therefore, this paper studies the research on the credibility and laboratory management of ISO/IEC 17025 accredited laboratories, and further understands the credibility of ISO/IEC 17025 accredited laboratories and the difficulties faced by laboratory operations. It can enhance the credibility of ISO/IEC 17025 accredited laboratories, and make the accredited authorities and the society a lot of people who know and understand and accept ISO/IEC 17025 accredited laboratories, further enhance the quality of domestic engineering and fulfill their social responsibilities.
