資訊科技應用於NPO社會服務網站經營--以彰化縣某社會福利協會為例

The Web-based NPO Social Services -- An Example of the Social Welfare Association in Changhua County

摘要

我國自政府解除戒嚴以來，非營利組織（Non Profit Organization：NPO）開始蓬勃發展，至2008年底為止，中央與地方之非營利組織總數已達10,228家。NPO之主要功能為彌補社會需求與政府供給之間的落差，因此亦稱為第三部門的NPO是社會服務與福利政策中重要的一環，其所涉及的領域包括：教育、政治、藝術、慈善、宗教、學術、環保、與弱勢族群…等。非營利組織可綜合界定為「具備法人資格，以公共服務為使命，享有免稅優待，不以營利為目的。而依美國Independent Sector的分類，非營利組織，包括：醫療與保健類；教育與研究類；社會服務類；會員組織或基金會類；文化、娛樂與休閒類、及其他等六類。然而，非營利組織的收入與資源主要來自於公私部門的捐贈，或是透過公開募款等管道，因此普遍缺乏充足的經費與預算去進行相關的服務性工作。
經由分析可知，在一個非營利組織中必須有專業化的人才，而其專業領域涵蓋面甚廣，包括組織規劃、財務、控制、遊說、與公關等。因此社工、企管、財稅、及行政政治等各方面專業人才更需求孔急。為了非營利組織的長久發展，培養具有使命感和專業能力兼俱的人才是必須的。而由於福利協會是長久以來便存在於台灣各鄉鎮的地方化服務公益團體，近年來由於人們生活型態趨於社區化，加上政府推動社區改造，並配合在地方實施多項公辦民營的社會福利措施，更促使非營利組織的活動服務方式走向社區化。因此，加強進行社區紮根的工作，將有助於組織專業化與分工化之發展。又因交通發達，資訊傳播快速，在世界各國都有不同的非營利組織開始關心存在於共同區域或全球性的共同議題，所以台灣的非營利組織更應以從事國際性公共服務為努力之目標。
由於資訊科技的高度發展，台灣的非營利組織在運用資訊，以傳播議題和訊息、推廣各項活動文宣等已十分成熟。但，目前各個非營利組織資訊化之比率並不高，使得資訊功能未能完全發揮出來。因此，透過資訊化提供足夠的資訊給所有關心相關議題的人們，將帶給有遠見的非營利組織或政府部門更多的重視與肯定[37,39]。預期21世紀的社會問題將更趨於複雜，經濟與政治的變革將更為快速，因此非營利組織如何透過資訊科技的應用使其經營更為順暢，是一個值得探討的主題[20]。
然而，由於非營利組織的收入與資源主要來自公私部門的捐贈，或是透過公開募款等管道。因此，非營利組織普遍缺乏充足經費與預算去投入資訊科技之相關建設與管理。所以在本研究中，我們以彰化縣某社團法人社會福利協會做為研究對象，該協會涉及領域包括有：教育、慈善、宗教、環保、與弱勢族群等，對於地方上的社會服務貢獻功不可沒。在本研究中，我們以『晨陽學園-愛心化行動，天涯若比鄰』之網站的架設，協助彰化縣某社團法人社會福利協會非營利網站的經營。由於「晨陽學園」成立的宗旨在於塑造一個「歡喜學習、彼此扶持、陪伴成長」的住宿家園，幫助中輟少年養成規律的生活作息，找回他們的自信心，協助建立其正確價值觀，做好就業或升學的準備。因此本研究希望藉由「晨陽學園」的服務網站的經營，宣揚「晨陽學園」實施計畫的理念，讓一般社會大眾更加了解「晨陽學園」從事的服務，進而支持「晨陽學園」，透過更多力量的幫助及支援，使更多的中輟生找回自己，找到正確的人生方向。換言之，透過本研究執行後之成果展現，預期可以除了增加彰化縣某社團法人社會福利協會的曝光度、爭取向心力外，更可作為未來其他非營利組織之經營參考。

Since the Government to lift martial law in Taiwan since the Non Profit Organization(NPO) began to flourish, to the end of 2008 so far, the central and local NPO of the total number of 10,228 homes. The main function of NPO is to compensate the supply gap between the community and the Government, therefore the NPO also known as the third sector of social services and welfare policy. The important parts of NPO include education, politics, art, charity, religious, academic, environmental protection, and disadvantaged groups ... and so on. NPO can be summed up as: the legal personality to the public service mission, enjoy duty-free preferential treatment, non-profit purposes only. According to the classification by Independent Sector of United States, NPO includes medical and health category; education and research category; community service; member organizations or foundations category; culture, entertainment and leisure categories. However, the income and resources of NPO are mainly from the public and private sector donations, or through a public fund-raising and other channels, so a general lack of adequate funding and budget to carry out services related to work.
In recent years, the NPO is contributed due to the participation of domestic people. The development of NPO, in addition to solving social problems and challenges facing the further positive development of social vitality, so that mature and stable domestic social day drive toward civil society. Through the analysis shows that, in a NPO must have a specialized talent, and their areas of expertise cover a wide area, including organizational planning, finance, control, lobbying, and public relations.
Therefore, social workers, business administration, taxation, and administrative professionals in all aspects of politics are more demand for strapped. In addition, traffic developed to disseminate information rapidly, so Taiwan''s NPO should be to engage in international public service efforts to the goal.
However, the ability of information technology at the various NPO is not high; hence, making IT function has not been fully brought into play. Therefore, through information technology to provide adequate information to all those interested in issues related to people, will bring far-sighted, NPOs or government departments more attention and affirmation. Therefore, the NPOs generally lack adequate funding and the budget to go into the information technology-related construction and management.
In other words, through the Web-based NPO social services, the NPO of Changhua County can be expected in corporation aggregate in addition to increasing the visibility of the social welfare association to strive for cohesion, but also can be used as future reference to other NPO operated.
