替代營建材料再利用產品管理模式之發展

摘要


近年來台灣一般事業廢棄物日益增加,掩埋場容量則日益減少,因此政府機關開始推行工業廢棄物再利用,其中再利用方式主要為替代營建材料。工業廢棄物的處理方式及所製造的再利用產品,往往受到市場機制的影響,若加入適當的資源節約政策來改變原本以利潤為導向的再利用產品市場,將有可能使在再利用產品的消耗量較原先的更多。在本研究中透過資料盤查模擬台灣廢棄物替代營建材料的現況,並且對在利用過程中不同的利害單元(政府機關、廢棄物生產者、再利用機構)建立數學模式,同時探討影響數學模式的參數,最後再透過政策工具(補貼與罰金)的加入分析模式結果的改變。其研究結果表示無機性污泥的再利用處理容量,是影響回收的主要原因;此外,政策工具(罰金與補貼)的加入,將有效的改變再利用市場的回收方式,從利潤導向轉變為節約資源為導向。

Due to rapid increase of industrial waste and scarce landfill capacity in Taiwan recently, the authority has begun to promote industrial waste recycling. The most quantity of industrial wastes is that wastes recycled to substitute construction materials (WRTSCM). Market mechanism plays an important role to determine the technique by which the industrial wastes are treated and recycling products are produced. It is possible that the market of recycling products could consume more than the current volume once resource conservation oriented policy are appropriately introduced to modify the profit oriented decisions among recycling products production and consumption. In this study, the inventory data are utilized to validate the current WRTSCM status before and after recycling in Taiwan. Mathematical models are developed for different stakeholders (authority, producer, recycling business) in recycling system. Parameters which influence models are also discussed. Finally, policy tools, including subsidies and penalties, are implemented in the model to explore the model outputs. The results indicate that the treatment capacity of inorganic sludge is the main reason to impede its recycling. Additionally, policy tools, including penalty and subsidy, are both effective to manipulate the recycling mode of market from profit-oriented to resource conservation.
