拾荒者在非正式資源回收系統中,扮演著舉足輕重之腳色。許多開發中國家廢棄物處理甚至必須仰賴拾荒者。但其工作環境、條件與收入卻無法跟一般勞工相提並論。我國政府推動「築巢安居計畫」媒合拾荒者至社區大樓、機關團體與學校等單位協助分類家庭廢棄物,期望能透過本政策達成使拾荒者溫飽,提升單位資源回收率之目標。 一般來說,過往拾荒者工作指派乃依據經驗法則。本研究建立一混合整數規劃模式,每位拾荒者首先選定一集散地並決定其覆蓋半徑,預測模型將會根據設定之條件指派拾荒者工作。研究案例選定台中市北屯區作為案例區域,驗證預測模式之適當性與靈活性。研究結果顯示,經由預測模式所指派之工作,讓拾荒者可以利用空間便利性達成其工作時數上之需求。
Waste-pickers play an important role in the informal recycling system. In developing countries, the recycling is mainly driven by waste-pickers. But their working condition, salary and environment cannot compare with general workers. In Taiwan, government introduced waste-pickers nesting home in schools, communities and organizations to separate recyclables from household wastes in these units. By the strategy, it is expected that waste pickers earns their life and the recycling rate is improved. Generally, assignments of waste-picker are based on subjective experiences. In this study, a mixed integer programming model has been established. Center point and access radius for each waste picker are determined first. The proposed model then finds assignment for waste pickers under these constraints. A case study in Beitun District., Taichung City was implemented to demonstrate the flexibility and suitability of the proposed model. The results show that assignments generated by the proposed model can meet the requirements of working hours and spatial accessibility for waste pickers.
